About this opportunity

The California Department of State Hospitals (DSH) has issued Invitation for Bid (IFB) No. 24-42001-000 for Kitchen Equipment Maintenance Services at the DSH-Napa facility, covering maintenance and repair of kitchen equipment across the main kitchen and ten satellite kitchens. The procurement seeks a contractor to provide comprehensive maintenance services, including personnel, labor, tools, supplies, materials, equipment, and vehicles necessary for ongoing equipment repair and troubleshooting. Qualified contractors must supply factory-trained technicians with a minimum of five years of experience, capable of servicing equipment from manufacturers like Hobart, Robot Coupe, Blodgett, Baxter, Brunner-Anliker, Groen, Power Soak, and TUCs. The contract will run from May 1, 2025, through June 30, 2028, with a mandatory bidder's conference scheduled for March 13, 2025, at 10:00 a.m. Bid submissions are due by March 27, 2025, at 3:00 p.m., with a notice of intent to award anticipated on April 4, 2025. Prevailing wage requirements are in effect, and all work will be subject to a one-year warranty on workmanship.

The solicitation includes several set-aside and preference programs, specifically offering a 5% small business preference and potential Disabled Veteran Business Enterprise (DVBE) incentives. Contractors and subcontractors must be registered with the Department of Industrial Relations (DIR), which may limit participation for some vendors. The contract includes a parts allowance of $100,000 per fiscal year, with hourly rates established for both regular and emergency services. While no incumbent vendors are specified, the state reserves the right to purchase replacement components from alternative vendors and will assign all manufacturer warranties to DSH. The total contract value will be dynamically determined based on actual hourly labor rates and parts usage, providing flexibility in the procurement approach. Interested bidders must carefully review all documentation, meet the specified qualifications, and comply with the comprehensive requirements outlined in the solicitation to be considered for award.
