About this opportunity

The Pennsylvania Game Commission (PGC) is soliciting electronic bids for comprehensive renovations to the Calabria House, a two-story split-level structure located at State Game Lands #311 in Benezette Township, Elk County. The project involves extensive cosmetic alterations, including new exterior retaining wall block planters, concrete patio replacement, exterior windows and door replacements, new siding, roofing, fascia trim, soffit, gutters, downspouts, and installation of imitation stone veneer over exposed CMU surfaces. The renovation will also include replacement of exterior light fixtures for this staff lodging facility. Bidders must submit electronic bids for Contract No. 1 - General by April 24, 2025, at 2:00 PM, with an optional pre-bid meeting scheduled for April 10, 2025, at 10:00 AM EST. Potential bidders should direct technical questions to Matthew Spotts at matspotts@pa.gov or by phone at 717-787-4250 Ext. 73614. Contractors are expected to be experienced in similar renovation work and may be required to provide references for comparable projects completed within the past three years. The Commonwealth reserves the right to reject any or all bids and will award to the lowest responsible and responsive bidder.

The contract opportunity appears to have no specific set-aside designations for disadvantaged enterprises, though contractors must complete a Worker Protection and Investment Certification Form demonstrating compliance with various labor laws and regulations. Vendors must obtain a Vendor Number to conduct business with the Pennsylvania Game Commission, with registration available through the state supplier portal. The project requires contractors to maintain specific insurance coverage, including $250,000 per person and $1,000,000 per occurrence for bodily injury and property damage. While no specific budget range is explicitly stated, the comprehensive nature of the renovation suggests a substantial investment, covering approximately 2,540 square feet of living and utility space in a structure originally constructed in 1980. The contract includes strict integrity provisions, requiring contractors to comply with state labor laws, worker safety regulations, and data protection requirements. Payments will be processed through Automated Clearing House (ACH), and contractors must adhere to non-discrimination policies and various state procurement regulations.
