About this opportunity
The Utah Department of Government Operations, Division of Purchasing and General Services, is publishing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for product lifecycle management (PLM) tool support to the Department of Alcoholic Beverage Services (DABS), with the publication period closing August 10, 2026. This is a sole-source procurement — Goldratt Consulting America LLC is claimed as the only viable source.
DABS uses the Symphony PLM tool to analyze sales data, predict stock levels, manage inventory across warehouse and retail locations, track product performance across price bands and segments, and generate recommendations for product-category expansion or reduction and merchandise discounting. The justification for sole-source award rests on extensive customization of the current product, significant internal development by DTS staff to interface Symphony with the agency's ERP systems (Dynamics AX and Dynamics D365), and approximately $180,000 in annual costs for use, support, and customized development over several years. The procurement unit determined that modifying the product for competition or replacing it with alternatives from vendors such as Microsoft or Accenture would be cost-prohibitive and impractical due to development timelines and feature gaps. Market research confirmed the product is not available through existing state cooperative contracts.
No specific contract value, term, or renewal option is stated in the notice. Freight is FOB Destination at $0.00. Vendors may challenge the non-competitive award intent by submitting documentation of competing sources and evidence of comparable or superior capability and cost. All responding vendors must certify compliance with Utah Code 63G-27 et seq., confirming they are not engaged in economic boycotts or boycotts of the State of Israel and committing to maintain this compliance throughout the contract term.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
