About this opportunity
The County of Alameda General Services Agency is soliciting sealed bids under Bid No. 902811 for the 224 W. Winton Building roof replacement in Hayward, California, with a mandatory pre-bid site visit on November 18, 2026 at 10:00 a.m. and bids due December 17, 2026 at 2:00 p.m. The decision-relevant constraint is a single-source manufacturer requirement: all roofing materials must come from one provider, with The Garland Company, Inc. designated as the basis of design, and Wise Product Group is named as an acceptable insulation manufacturer. The solicitation names no set-aside, DBE/SBE/MBE goal, or local-vendor preference.
Bidders must hold a California State Contractor's License Board License B (General Building) or C39 (Roofing) and be registered with the California Department of Industrial Relations. Because the project exceeds $1,000,000, the successful contractor must execute and enforce the Project Stabilization/Community Benefits Agreement, including its local hiring and community benefit requirements. Prevailing wage under California Labor Code applies. Subcontractors exceeding 0.5 percent of the base bid must appear on the Designated Subcontractors List. Each bid requires a bid bond, cashier's check, or certified check equal to 10 percent of the total bid price, and the awardee must furnish 100 percent performance and payment bonds. The project is not federally funded.
Scope covers removal of existing roof systems down to the structural metal deck, replacement of skylights and passive vents, modified bituminous roofing, a clerestory standing-seam metal roof, flashing, coping, and restoration coatings, plus asbestos and lead remediation. The installer must be a certified Authorized Applicator with at least five years of documented experience and must maintain full-time on-site supervision. Specifications require a 30-year no-dollar-limit manufacturer warranty and a five-year contractor workmanship warranty. Substitutions are restricted and must be submitted ten days before the bid date with supporting technical data and a sealed engineer's report. Lead work requires CDPH-certified training of at least 40 hours for supervisors and 24 hours for workers. Use of the Elation Systems compliance application for certified payroll is mandatory.
The budgetary estimate is approximately $2.0 million. The contract runs 240 calendar days, with work anticipated to begin March 24, 2027 and conclude November 19, 2027. Place of performance is 224 W. Winton Avenue, Hayward, CA 94544. Written questions and substitution requests are due December 3, 2026 at 5:00 p.m. The estimated Notice of Intent to Award is December 29, 2026, and the Notice of Award is expected February 23, 2027. Addendum #1 Revision, the most recent revision to the solicitation package, sets these dates.
