About this opportunity
Kenosha County, Wisconsin, is seeking a contractor for helical pile design and installation services for four single-span prefabricated timber bridge locations at the University of Wisconsin Parkside multi-use trail. The project requires comprehensive design engineering services, including detailed shop drawings sealed by a Wisconsin-licensed Professional Engineer, and installation of 336 linear feet of helical piles that can support pedestrian, bicycle, and occasional maintenance vehicle traffic. Bidders must demonstrate a minimum of five years of experience in helical pile design and construction and provide three references from comparable projects completed within the past two years. A virtual pre-bid conference was held on February 3, 2022, via Microsoft Teams, with questions accepted until February 7, 2022, and sealed bids due on February 17, 2022, at 3:00 PM CT. The contract is estimated to be awarded on February 25, 2022, with work to commence on March 1, 2022, and project completion required by July 31, 2022. Evaluation criteria include the lowest responsible and responsive bid, considering both price and other factors.
No specific set-aside designations or restrictions on responding organizations were identified in the procurement documents. Three contractors submitted bids: McMullen & Pitz Construction (Manitowoc, WI), Midwest Drilled Foundations & Engineering (Waukesha, WI), and Mudtech (Dousman, WI). The bid prices ranged from Mudtech's lowest bid of $27,385.60 to Midwest Drilled Foundations & Engineering's highest bid of $51,876.00. Contractors were required to maintain specific insurance coverages, including commercial general liability of $1,000,000 per occurrence, professional liability of $1,000,000, automobile liability of $1,000,000, and workers' compensation at statutory limits. The contract requires a Payment and Performance Bond equal to 100 percent of the contract price and a one-year warranty for defective workmanship and materials. Kenosha County reserved the right to reject any and all bids, request additional information, and award contracts for partial items.
