About this file
This is a specifications document for Kenosha County, Wisconsin's Request for Bid #2206 for helical pile design and installation services supporting the UW-Parkside Multi-Use Path project. The work involves furnishing design engineering services, materials, labor, equipment, and installation of helical piles at four single-span prefabricated timber bridge locations in Kenosha County. The project scope includes submittal of detailed design calculations and shop drawings sealed by a Wisconsin-licensed Professional Engineer, supervision of installation, and provision of installation records within seven days of pile completion. Bidders must coordinate with the Kenosha County Division of Parks & Recreation and provide a minimum 30-day notice before beginning helical pile installation to allow for site excavation and preparation. A virtual vendor conference pre-bid meeting was scheduled for February 3, 2022 at 10:00 AM via Microsoft Teams, with sealed bids due February 17, 2022 at 3:00 PM CT to the Kenosha County Purchasing Division. The owner anticipated completion of all helical piles by July 31, 2022, though this date was noted as flexible and subject to negotiation based on overall project scheduling.
The specifications document establishes minimum standards for design and construction, requiring the Helical Pile Contractor to develop load capacities as detailed in the project plans to support pedestrian, bicycle, and occasional maintenance vehicle usage. Submittals must include site-specific shop drawings, certified calibration reports for hydraulic gages, steel manufacturer mill test reports, and professional engineering calculations demonstrating compliance with design load requirements. Quality control requirements specify that centerline locations must be within three inches of indicated plan locations and pile plumbness must be within two degrees of design alignment. The contractor is responsible for cleanup within seven days of work completion and must comply with OSHA safety standards and any established project safety plan. Primary project contacts include Matthew Collins, Director of Kenosha County Division of Parks & Recreation, and Aaron Palmer, P.E., Design Project Manager at Westbrook Associated Engineers, Inc.

HELICAL PILE DESIGN AND INSTALLATION
GENERAL
This work consists of furnishing all necessary design and engineering services required for the helical piles, supervision, labor, tools, materials, installation techniques, and equipment to perform all work necessary to install the Helical Piles at the four (4) single span prefabricated timber bridge locations per the specifications described herein, and as shown on the Plans. The Helical Pile Contractor shall install all helical piles that will develop the load capacities as detailed on the Plans. The intended primary usage for the bridges is for pedestrians, bicycles and the occasional slow-moving maintenance vehicle.
These specifications shall be regarded as minimum standards for design and construction.
DEFINITIONS
Owner – the County of Kenosha Division of Parks Director.
Designer – Westbrook Associated Engineers, Inc. or other Engineers appointed by the Owner for the supervision of the project.
Drawings - Any drawings included in the bid documents related to the specified work.
Bridge Contractor - The Owner’s personnel for installing and erecting the prefabricated timber bridges and timber bridge abutments.
Bridge Manufacturer - The firm acting on behalf of the Owner to manufacture the prefabricated timber bridges and timber bridge abutments.
Helical Pile Contractor - The firm acting on behalf of the Owner to design, supply and install the helical piles required to support the prefabricated timber bridges and timber abutments.
SUBMITTALS
Submit one (1) electronic (PDF) sets of site-specific shop drawings sealed by a registered Professional Engineer who is licensed in the State of Wisconsin. Shop drawings shall be approved by the Designer and Owner prior to beginning any work. Shop drawings to include:
• Helical pile/anchor identification number and location
• Helical pile/anchor design load
• Type and size of helical pile/anchor shaft include helical pile manufacturer
• Helical configuration (number and diameter of helical plates)
• Minimum effective torque required
• Connection details between the helical piles to the bridge abutment timber cap beam

SITE PREPARATION
Before entering the project site to begin installation, the Helical Pile Contractor shall contact the Owner to determine required access to each of the four (4) proposed bridge sites. The Owner will provide necessary trail clearing as required for the Helical Pile Contractor to reach each individual bridge site.
Provide the Owner a minimum of 30 days to perform all requested brush/tree clearing.
Do not begin work until excavation at the bridge abutments have been completed by the Owner at each bridge site. The Owner will provide the helical pile locations at each of the four (4) proposed bridge sites prior to helical pile installation. Coordinate with the Owner on the bridge site order in which to install the helical piles. Provide the order to the Owner a minimum 30 days prior to beginning the helical pile installation to allow for excavation and pile locations to be completed.
INSTALLATION
The lead section shall be positioned at the location as shown on the construction drawings. Battered helical piles can be positioned perpendicular to the ground to assist in initial advancement into the soil before the required battered angle shall be established.
If the helical pile is refused or deflected by a subsurface obstruction, the installation shall be terminated and the pile removed. The obstruction shall be removed, if feasible, and the helical pile re-installed. If the obstruction can’t be removed, the helical pile shall be installed at an adjacent location, subject to the review and acceptance by the Designer and the Director of Parks.
The Helical Pile Contractor shall conduct his construction operations in a manner to ensure the safety of persons and property in the vicinity of the work.
