About this opportunity
The City of Wichita Public Works & Utilities Department is soliciting sealed bids under Solicitation 260273 for construction of 21st Street North from Mosley Avenue to Interstate 135, Phase II, with a pre-bid conference on November 11, 2026 at 10:00 a.m. at the Central Maintenance Facility and bids due November 20, 2026 at 10:00 a.m. Bids are submitted through the City's procurement portal or by email to Val Falo (VFalo@wichita.gov), and bids are opened publicly and tabulated by the Board of Bids and Contracts.
Minimum respondent qualifications require three years of experience in similar services, experience with comparable projects, knowledge of applicable federal, state, and local laws, Kansas Secretary of State registration, and capacity to acquire the required bonds and insurance. The City will award to the lowest and best total net bid from a responsible and responsive vendor.
The project reconstructs the street with wider pavement and improved stormwater drainage, phased with Phase 1 east of the Middle Fork Chisholm Creek bridge and Phase 2 west of it. Pricing is organized into 148 line items on a lump-sum or measured-quantity basis, including approximately 7,261 square yards of concrete pavement, 1,248 linear feet of drainage pipe, 156 linear feet of 8-inch sanitary sewer with related manhole work, and approximately 3,800 linear feet of water line. Work must be completed within 180 working days, beginning approximately 40 calendar days after award, and the contractor must work at least six days per week, excluding city holidays and Sundays when inspection is required.
The crossing at BNSF Line Segment 1004, Milepost 506.27 (U.S. DOT No. 670132H) requires railroad work performed by BNSF, with BNSF's estimated railroad cost at $770,358. The City pays a $2,500 administrative fee and a $700 temporary construction license fee upfront and a $7,300 easement fee within thirty days of Notice to Proceed, and reimburses BNSF's actual costs. Progressive invoices are paid within thirty days and final invoices within ninety days, with past-due amounts accruing 0.033% per day. The contractor must obtain a Union Pacific Railroad Right-of-Entry before entering railroad right-of-way, and Written Authorization to Proceed cannot issue until the City-UPRR agreement is executed, utility easements are acquired, and UPRR approves final plans and monitoring procedures. The contractor must also develop a Track, Ground, and Shoring Monitoring Plan and an ITS utility potholing plan, and manage excavated soils within a petroleum-hydrocarbon-impacted area under KDHE requirements, including Special or Hazardous Waste classifications where applicable.
The Request for Bid states the project is funded by the City of Wichita and is not a state or federal aid contract, while the BNSF agreement incorporates Title 23 U.S. Code requirements. Bid bonds equal 5% of the total bid or an annual bid bond must be submitted before opening. The successful contractor must furnish a performance bond for 100% of contract value and a labor and material payment bond to the State of Kansas for the full amount. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability, statutory workers' compensation, employers' liability of $1,000,000, pollution liability of $1,000,000, and umbrella liability of $8,000,000, with the City named as primary and non-contributory additional insured on general commercial and automobile policies. Pricing must exclude duties and federal, state, and local taxes unless otherwise mandated.
