About this file

This file package contains construction specifications and supporting documents for the City of Wichita's Street Improvements project for 21st Street North from Mosley Avenue to I-135 in Wichita, Kansas. The project includes reconstruction of the street to provide wider pavement and improved stormwater drainage, with an estimated total disturbed area of 3.10 acres and an anticipated project start date of March 1, 2023, and completion date of March 31, 2024. Key specifications address railroad coordination with Union Pacific Railroad (UPRR), including temporary sheet pile shoring installation, track and ground monitoring, potholing for utility location, and abandonment in place of an existing 8-inch water main. The documents contain detailed requirements for soil excavation and groundwater management, monitoring well capping procedures, and compliance with Kansas Department of Health and Environment (KDHE) regulations. A Notice of Intent (NOI) for stormwater discharge authorization was submitted on October 26, 2022, and authorized by KDHE on November 30, 2022, under Kansas Permit No. S-AR94-1800 and Federal Permit No. KSR121041, with authorization expiring July 31, 2027.

The project involves approximately 834 cubic yards of material excavation, with specific volumes allocated for pavement, storm sewer, water lines, sanitary sewer, and ITS conduit installations. Contractor responsibilities include developing and implementing a Track, Ground, and Shoring Monitoring Plan, preparing an ITS Utility Potholing Plan, and managing contaminated soils classified as Special Waste or Hazardous Waste in accordance with KDHE requirements. Payment is structured through multiple bid items including temporary sheet pile shoring measured by linear foot, pipe abandonment in place measured by linear foot, and lump-sum compensation for Railroad Coordination work that encompasses all contractor-prepared submittals, right-of-entry coordination, utility locating, monitoring, contingency response planning, and associated third-party charges including UPRR flagging and RailPros construction observation fees. The contractor must obtain a UPRR Right-of-Entry and all contractor-specific insurance, training, and access authorizations before entering railroad right-of-way, and Written Authorization to Proceed cannot be issued until execution of the City-UPRR agreement, acquisition of required utility easements, and UPRR approval of final plans and monitoring procedures.

SECTION 110 - UPRR COORDINATION

PART 1 GENERAL

1.01 DESCRIPTION

A. This section establishes requirements for railroad coordination associated with the Line 5 Water Line Improvements and for utility locating and potholing required to support the approved ITS installation within and adjacent to Union Pacific Railroad (UPRR) right-of-way.

B. The work includes, but is not limited to, contractor-prepared railroad and permit-support submittals and information; right-of-entry coordination; utility locating and potholing; track, ground, and shoring monitoring; temporary sheet pile shoring installation; excavation;
