About this opportunity

Portage Public Schools is requesting proposals for the procurement and installation of a video surveillance system at Woodland Elementary School in Portage, Michigan, with proposals due June 15, 2026 at 2:00 PM ET. The RFI response tracking document notes that an RFI deadline of June 12, 2026 at 2:00 PM has passed; Addendum No. 1, issued June 8, 2026, must be acknowledged in bid submission or bidders risk disqualification.

The scope comprises 16 IP security cameras (2 interior ceiling-mounted Panasonic PND-A9081RV units and 14 exterior Panasonic PNM-C32083RVQ units at 10-foot height), mounting hardware, cabling termination, patch cables, conduit, junction boxes, and patch panels. The system integrates with the district's existing Milestone xProtect Expert Edition software and network infrastructure at the Administration Building. All cameras require manufacturer-certified installation and technician certification; contractors must change default credentials in coordination with the district, configure cameras per district network standards, set camera views per a coordination spreadsheet, and affix labeled identification visible from the ground. Cabling must include a minimum 15-foot service loop prior to termination and be installed in conduit in exposed areas. The contractor supplies Milestone licenses aligned with district licensing agreements; the district provides Network Video Recorders preconfigured offsite and networking switches meeting Type 2, Class 4 Power over Ethernet requirements for the exterior camera model.

A 5% bid bond and, for contracts exceeding $50,000, 100% performance and labor-and-material payment bonds are required, with all bond costs included in the bid price. The school district is tax-exempt; federal, state, and local taxes should not be included except for real-property enhancements. The contractor must be fully licensed, insured, and authorized by the camera manufacturer. A minimum one-year warranty covering installation workmanship and equipment is required from substantial completion. The district intends to pursue eRate funding and expects the awarded proposer to participate. Project completion is scheduled for July 30, 2027, with purchase order issuance expected the week of July 20, 2026. Site access is available Monday through Friday, 7:00 AM to 5:00 PM, with additional hours by arrangement. Bid opening occurs at Portage Public Schools Administration Building, 8107 Mustang Drive, Portage, Michigan 49002.
