The scope encompasses engineering services related to wastewater and process work for the township. The contract term runs January 1, 2027 through December 31, 2027, with award decisions expected at either the first or second council meeting in January 2027.
Evaluation criteria encompass technical factors (understanding of scope, experience and qualifications, knowledge of municipality, similar engagements, responsiveness, past performance), management factors (scheduling, reliability, municipal experience, meeting attendance, resource availability), and cost factors (relative cost, price documentation, quality assurance programs, financial resources). The Township reserves the right to award contracts to multiple professionals and may reject any or all proposals.
All contractors must comply with New Jersey statutory requirements including affirmative action certification, stockholder disclosure, Iran and Russia-Belarus certifications, business registration, workers compensation insurance, general liability insurance with minimum $1 million limits, and professional liability insurance. Contractors must submit non-collusion affidavits and various compliance certifications. Contractors are responsible for determining whether New Jersey Election Law Enforcement Commission political contribution disclosure filing applies based on contract value.
The Township, located in Mercer County with approximately 90,000 residents across 40 square miles, will conduct procurement pursuant to New Jersey Statutes and publicly announce the award following evaluation and selection.
