About this opportunity
The Tennessee Department of Environment and Conservation is requesting bids on seasonal chemicals for nine state park golf courses under ITB 14025, with bids due October 9, 2026 at 2:00 p.m. CDT and delivery required by October 11, 2026.
The scope covers 65 line items of herbicides, fungicides, and specialty chemical products in containers ranging from 1.3 ounces to 10 gallons, distributed across Bear Trace at Cumberland Mountain, Bear Trace at Harrison Bay, Bear Trace at Tims Ford, Fall Creek Falls, Henry Horton, Montgomery Bell, Paris Landing, Pickwick Landing, and Warriors Path golf courses. An addendum issued September 30, 2026 revised Line 8 (Barricade 4LF) to 10 one-gallon containers and eliminated Line 55 (Simazine 4L in 2.5-gallon cases); bidders must acknowledge these changes and bid $0.01 on the eliminated line item. Delivery is on an as-needed basis at the Golf Course Superintendent's direction; vendors must coordinate all shipment timing and quantities with the superintendent prior to delivery.
The estimated total cost exceeds $100,000. This is a one-time purchase with no renewal options. Pricing must be submitted on an F.O.B. destination basis with all freight costs included; the state is exempt from local, state, and federal excise taxes, which shall not be included in pricing.
Mandatory requirements include current registration with the Tennessee Department of Revenue for sales and use tax collection; registration with the State of Tennessee Supplier Portal prior to contract issuance; workers' compensation insurance of at least $1,000,000; commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate; automobile liability insurance of at least $1,000,000 per occurrence; product liability insurance that does not exclude glyphosate coverage; certification of compliance with the Iran Divestment Act under Tennessee Code Annotated Section 12-12-111; identification of adequate service organization representatives; evidence of diversity business participation efforts; compliance with Tennessee contractor licensing laws and nondiscrimination provisions; and maintenance of current Safety Data Sheets for chemical products on publicly accessible manufacturer websites. Questions are due October 2, 2026. The lowest-cost responsive and responsible bidder meeting all requirements will be awarded the contract. Funding is subject to appropriation and availability.
