About this opportunity

The Town of Montville, Connecticut, in partnership with the Montville Water Pollution Control Authority, is requesting proposals for a Preliminary Engineering Report funded by a USDA Water & Waste Disposal Predevelopment Planning Grant, with proposals due October 26, 2026 at 12:00 p.m. and a mandatory pre-bid site visit on September 9, 2026 at 10:00 a.m. at the Montville WPCA facility on Pink Row.

The scope encompasses three primary components: a sanitary feasibility study for the Meadows Apartments (114 units, 187 bedrooms) at 90 and 91 Leffingwell Road to evaluate on-site system viability versus connection to the Town's sanitary system; conceptual planning for housing expansion on the Meadows Apartment site to support affordable housing goals; and analysis of wastewater treatment facility capacity and strategic positioning to inform future expansion. The project assumes three days of field testing, six percolation tests, and four in-person project meetings, with a final presentation to Town Council. The Town will supply existing reports, GIS mapping, and backhoe with operator for site work.

Bidders must submit a detailed scope of work, a lump-sum fee proposal itemized by service component with all assumptions and materials quantified, hourly rates, team resumes identifying roles and responsibilities, relevant project experience in housing development and wastewater planning, firm overview, subconsultant lists, three municipal or quasi-public agency references from work completed within the past five years, and a detailed project schedule with milestones. Questions are due September 22, 2026 at 12:00 p.m. Proposals must be submitted in ten bound copies plus a USB drive to the Finance Director.

Evaluation criteria emphasize scope of work accuracy and thoroughness (25 points), fee proposal and hourly rates (25 points), project schedule (25 points), firm technical expertise and team experience (15 points), project understanding (15 points), regulatory and planning requirements knowledge (10 points), and USDA grant requirements knowledge (10 points). Project completion target is April 1, 2027. Contact: Patrick Wall, 860-848-6717 or pwall@montville-ct.org.
