About this opportunity
Spalding County, Georgia is soliciting sealed bids for demolition of the former Dundee Mill Headquarters at 349 Railroad Avenue, Griffin, Georgia, under court order to abate a declared public nuisance, with bids due September 23, 2026 at 2:00 PM and a mandatory pre-bid conference and site visit on September 1, 2026 at 2:00 PM. All bidders must hold a current Georgia Asbestos Contractor License from the Georgia Environmental Protection Division — a hard eligibility requirement.
The scope encompasses complete demolition of a two-story structure with below-grade first story, abatement and proper disposal of asbestos-containing material (floor tile mastic identified at 3% chrysotile in 2 of 35 bulk samples), site security maintenance throughout the project, and site restoration. Bidders must specify calendar days to substantial completion and demonstrate capacity to commence work within 30 days of contract award. Two separately priced add/alternates are offered: post-demolition grading to eliminate the below-grade void, or installation of secure fencing with warning signage. All subcontractors performing asbestos abatement must also be Georgia licensed; the prime contractor must perform at least 51% of the work.
Required insurance includes Workers' Compensation, Commercial General Liability, Pollution/Environmental Liability covering asbestos abatement, and Automobile and Umbrella Liability. Bidders must provide five references for similar structural demolition and asbestos abatement projects. A 5% bid bond is required for contracts exceeding $100,000; 100% performance and payment bonds will be required of the successful bidder if the contract exceeds that threshold. Under Spalding County local preference policy, local vendors may match the lowest bid if within 5% for contracts under $100,000. Bids shall be submitted on a lump-sum basis for base scope. Questions are due September 11, 2026 at 5:00 PM to mcampbell@spaldingcounty.com. The Notice of Intent to Award is scheduled for September 25, 2026 at 5:00 PM. The project is funded through Spalding County general funds.
