This is an Invitation to Bid (ITB) document issued by Spalding County, Georgia for the demolition of the former Dundee Mill Headquarters located at 349 Railroad Avenue, Griffin, Georgia. The project involves complete demolition of a two-story structure with a below-grade first story, abatement and proper disposal of confirmed asbestos-containing material (floor tile mastic with 3% Chrysotile), site security maintenance, and restoration of the site. A mandatory pre-bid conference and site visit will be held on September 1, 2026 at 2:00 PM at the property location to review site conditions, access, and security. Questions and clarifications may be submitted via email to mcampbell@spaldingcounty.com by September 11, 2026 at 5:00 PM. Sealed bids are due on September 23, 2026 at 2:00 PM to Mitzy Campbell, Spalding County Purchasing Officer. The Notice of Intent to Award is scheduled for September 25, 2026 at 5:00 PM. Bidders must provide a specific number of calendar days to substantial completion and demonstrate capacity to commence work within 30 days of contract award. The work is court-ordered to abate a declared public nuisance and is funded through Spalding County general funds.
Bids shall be submitted on a lump sum basis for base scope work, with two separately priced add/alternates for post-demolition site restoration options: grading to eliminate the below-grade void or installation of secure fencing with warning signage. A 5% bid bond is required for contracts exceeding $100,000, and 100% performance and payment bonds will be required of the successful bidder if the contract exceeds that threshold. All bidders must be a Georgia Licensed Asbestos Abatement Firm holding a current Georgia Asbestos Contractor License from the Georgia Environmental Protection Division. Bidders must provide proof of Workers' Compensation Insurance, Commercial General Liability Insurance, Pollution/Environmental Liability Insurance covering asbestos abatement, and Automobile and Umbrella Liability Insurance. A minimum of five references for similar structural demolition and asbestos abatement projects is required. Spalding County has a local preference policy allowing local vendors to match the lowest bid if within 5% for contracts under $100,000. All subcontractors performing asbestos abatement must also be Georgia licensed, and the prime contractor must perform at least 51% of the work. Contractor shall obtain all necessary permits and utility locates and provide itemized invoicing to support the County's cost documentation and lien filing procedures. Spalding County is tax-exempt (TIN 58-6000886), and the County reserves the right to reject any or all bids and to modify the project schedule.

The person signing the bid form must initial any changes or corrections made to this bid using blue ink.
2. The person, firm, or corporation making the bid shall submit their bid, attaching the final page of this document to the front of their bid, to the Spalding County Purchasing Officer. The cover submittal page must include the bidding company's name, bid title, bid number, and bid date. No bid may be withdrawn or modified after the bid-opening deadline.
3. If descriptive literature is attached to the bid, the bidding company's name, bid title, bid number, and bid date must appear on all sheets.
4. If there is any question whatsoever regarding any portion of the instructions or specifications, it shall be the bidding company's responsibility to seek clarification immediately from the Spalding County Purchasing Department during the question period stated herein. The bidder shall be responsible for checking the Georgia Procurement Registry (https://ssl.doas.state.ga.us/gpr/index) for any/all addenda.
Answers to all questions will be posted, if applicable, within the specified timeline on page one (1).
5. The bidding company must clearly state any variation from the specifications in writing and submit it with its bid.
6. The apparent silence of the specifications and any supplemental specifications as to any details, or the omission from it of a detailed description concerning any point, shall be regarded as meaning that only the best commercial practices are to prevail and that only materials and methods of first quality and correct type are to be used. All workmanship, abatement, and demolition practices are to be of first quality and in compliance with all applicable federal, state, and local law, including the Georgia Asbestos Rules enforced by the Georgia EPD.
7. This bid shall be awarded to one responsible bidder on a total lump sum price basis for the base scope of work. Add/Alternates will be priced separately and may be accepted or declined at the County's discretion at the time of award. Unit prices and extensions will be verified, and the total will be checked.
The unit price extension and the net total must be shown. Unit price SHALL prevail.
8. The following criteria are used in determining a low-responsible bidder. A bidder who does not meet these minimum qualifications will be deemed non-responsive, and its bid will not be considered, regardless of price:
a. Bidder is a Georgia Licensed Asbestos Abatement Firm and holds a current Georgia Asbestos Contractor License (bidder or listed subcontractor) covering the full term of the project.
b. The bidder's ability, capacity, and skill to perform demolition and asbestos abatement of a structure of this size and condition.
c. Whether the bidder can perform the work promptly and within the specified time.
d. The bidder's character, integrity, reputation, judgment, experience, and efficiency, including safety record (Experience Modification Rate).
e. The performance of previous demolition/abatement contracts of similar size and scope, as evidenced by references.
f. The suitability and capacity of equipment for a below-grade structural demolition of this type.
9. Spalding County desires completion of the work as soon as possible after the date of award, in light of the court-ordered nature of this abatement. An unreasonable completion schedule may disqualify a bid.
Each bidder shall state a specific number of calendar days to substantial completion and avoid using the terms “ASAP” or “approximately so many days.”
10. The bidder or contractor shall provide copies of Workers' Compensation Insurance with a limit of not less than required by the State of Georgia. In addition, copies of Commercial General Liability Insurance and Pollution/Environmental Liability Insurance (covering asbestos abatement operations) shall be provided. See “Insurance Requirements” below.
11. Federal or State Sales Tax is inapplicable.
a. Spalding County's Tax Identification Number (TIN) is 58-6000886.
b. Spalding County is tax-exempt under the code of Georgia, Chapter 88-18.
12. Cash discounts or end-of-month terms should be shown separately, even if the terms are net.
13. Spalding County:
a. Reserves the right to accept or reject any or all bids due to past performance, etc., and waive any informality. The County expressly reserves the right to postpone the bid opening for convenience and to reject any or all bids without indicating any reasons for such rejection(s).
b. May request and consider submission of bid modifications at any time before award if in the best interest of the County.
c. May request clarification and/or additional information from bidders during the evaluation process.
d. May negotiate with the selected contractor to include further services not identified in this ITB.
e. In the event of contract termination, may enter into contract negotiations with other qualified companies that submitted acceptable bids rather than re-bidding the project.
f. Will accept or reject all bids within 90 days from the bid opening date.
The undersigned on the bid proposal certifies that he/she has carefully examined the instructions to bidders, terms and specifications applicable to and made a part of this proposal.

PURPOSE SPECIFICATION(S) / SCOPE OF WORK
GENERAL PURPOSE
Spalding County is seeking sealed bids from qualified contractors for the demolition of the former Dundee Mill Headquarters, located at 349 Railroad Avenue, Griffin, GA 30223 (Tax Parcel 109 01015), at the intersection of Railroad Avenue and Cheatham Street. This work is being undertaken pursuant to a Magistrate Court order (Civil Action No. 25-S-2412) declaring the property a public nuisance under O.C.G.A. §§ 41-2-7 through 41-2-16 and Spalding County Code of Ordinances § 8-2002, and authorizing the County to enter the property and abate the nuisance. This project is funded through Spalding County general funds. Costs of demolition and abatement are recoverable by the County as a lien against the property under O.C.G.A. § 41-2-16 and Spalding County Code § 8- 2002(g)-(h).
A mandatory information conference/pre-bid meeting is required for this invitation.
INTRODUCTION
The building formerly served as the world headquarters for the Dundee Textile Mills. It is a two-story structure, with the first story built below grade (functioning similarly to a basement). An asbestos survey conducted by Nova Engineering & Environmental, LLC and analyzed by Eurofins Built Environment Testing East, LLC (RES Job #758061, report dated June 18, 2026) identified confirmed asbestos-containing material (ACM) in the black mastic layer beneath 12″x12″ floor tile (2 of 35 samples, 3% Chrysotile). All other tested building materials — including joint compound, drywall, ceiling tile, roofing materials, caulking, glazing, grout/mortar, and insulation
— returned no detectable asbestos. A copy of the full asbestos report is included in the bid packet.
The project includes:
• Complete demolition of the two-story former Dundee Mill Headquarters building, including the below-grade first story
• Abatement and proper disposal of the confirmed ACM (floor tile mastic) and any additional materials encountered during demolition that require special handling
• Site security during demolition
• Two priced Add/Alternates addressing the below-grade first story after demolition (see Scope of Work)
BID FORMAT REQUIREMENTS
Each response to this Invitation to Bid shall include the information described. Failure to include all specified elements may result in rejection. Additional information may be provided, but should be brief and relevant to the goals of this invitation.
FIRM'S QUALIFICATIONS
A statement of the firm's professional qualifications and experience completing structural demolition and asbestos abatement projects of similar size and scope. The bidder (or listed subcontractor performing abatement) must be a Georgia Licensed Asbestos Abatement Firm; include a copy of its current Georgia Asbestos Contractor License, and a list of jurisdictions or clients for which your firm has performed similar demolition/abatement work.
Provide at least five (5) references for similar demolition or abatement work, including the date, contact person, phone number, and a brief description of the services provided.
APPROACH AND AVAILABILITY
Because this project is being performed under court order to abate a declared public nuisance, timeliness is a material factor in award. The winning bidder must be able to commence within 30 days of contract award (or sooner, if stated in the bid). The bidder should state a specific number of calendar days to substantial completion and demonstrate that it can adequately handle the workload.
SCOPE OF WORK
• Complete demolition of the former Dundee Mill Headquarters building, including the below-grade (basement-level) first story.
• Abatement of all confirmed asbestos-containing material identified in the asbestos report (floor tile mastic, 3% Chrysotile) in accordance with GA EPD and EPA NESHAP requirements, and abatement/special handling of any additional regulated materials discovered during demolition.
• Site security: the site is currently enclosed by a fence. The contractor shall maintain site security throughout the project. Access to the site shall be limited during normal business hours, and the site must be fully secured during non-work hours and whenever demolition operations are not actively underway.
• Work schedule: work may generally be performed seven (7) days a week during daylight hours. The contractor shall take reasonable measures to minimize noise, truck traffic, and other disturbances to neighboring residents.
• Truck routing: all demolition-related truck traffic shall cross the railroad tracks at School Street and proceed directly to US 19/41. No alternate routing through adjacent residential streets is permitted.
• Disposal and documentation: the bidder shall obtain and supply to the County any registration or permits required by the landfill, recycling facility, or disposal site of its choosing. The contractor shall provide documentation confirming that all demolition debris and abated materials were transported to and accepted by appropriately licensed landfill, recycling, or disposal facilities. Properly documented recycling of demolition debris is permitted and encouraged.
• Cost documentation: because project costs are recoverable by the County as a lien against the property, the contractor shall provide itemized invoicing in a format sufficient to support the County's cost determination and lien filing under O.C.G.A. § 41-2-16 and Spalding County Code § 8-2002.
• No disposal or washing/cleaning of equipment will be allowed on site.
• Completion date/schedule may be a factor in bid award, given the court-ordered nature of this project.
• Contractor is responsible for obtaining all utility locates and any demolition or asbestos abatement permits required by the City of Griffin and/or Spalding County.
ADD/ALTERNATES
Because the below-grade first story will remain as an open excavation/void after demolition of the structure above it, bidders shall separately price the following two Add/Alternates. The County will select one alternate, both, or neither at its sole discretion at the time of award:
• Add/Alternate No. 1 — Grading: Grade the site after demolition to eliminate the below-grade void and remove the potential hazard of an open hole.
• Add/Alternate No. 2 — Secure Fencing: Install a secure fence with posted warning signage around the remaining below-grade excavation instead of grading.
DISPUTES RELATING TO BID PROCESS
Any dispute arising from the bid process before contract award must be submitted in writing within ten (10) calendar days of the date of the recommendation of award or denial letter. The only grounds for an appeal that will be considered are that the County failed to follow the procedures specified in this ITB, or that there has been a conflict-of-interest violation. The County will consider only those specific issues addressed in the written appeal. Spalding County will make its determination within thirty (30) days of receipt, and its decision shall be final with respect to matters of fact.
