About this opportunity
The Susquehanna Regional Transportation Authority (SRTA), operating as rabbittransit, is soliciting quotes for comprehensive elevator maintenance services through this Request for Quotes (RFQ) procurement. The authority serves 12 counties across Pennsylvania including Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union, and York Counties, with primary focus on four elevators located at three sites: one Machine-Room-Less elevator at 901 North Cameron Street in Harrisburg (Dauphin County), two elevators at Middletown Train Station at 340 West Main Street in Middletown (Dauphin County), and one elevator at 415 North Zarfoss Drive in York (York County). The scope of work encompasses full inspection, preventive maintenance, and emergency callback services on a firm fixed-price basis with detailed cost breakdowns including normal service labor rates, emergency and after-hours rates, parts markup percentages, inspection charges, travel charges, call-out fees, and annualized monthly minimum maintenance costs. Key contractual requirements include maintaining a minimum 98% equipment uptime over rolling six-month periods, providing a minimum of two onsite mechanic hours per month for preventive maintenance at Middletown, meeting strict response time requirements (entrapment response within 30 minutes, emergency callbacks within two hours), and ensuring all personnel maintain IUEC or NAESA certification with minimum two years' experience. Liquidated damages apply for failure to meet response times, extended outages exceeding 96 consecutive hours ($100 per day per elevator), and missed preventive maintenance visits ($200 per missed visit per elevator), capped at 50% of monthly maintenance fees. The contract commences May 1, 2026, with an initial two-year term expiring May 7, 2028, followed by three optional one-year renewal periods through May 7, 2031. Critical deadlines include an optional pre-quote meeting on March 18, 2026, written questions due by 2:00 PM on March 26, 2026, and quote submissions due by 2:00 PM on April 2, 2026, via PennBid.net, with Board approval anticipated on April 30, 2026.
This federally funded procurement through the Federal Transit Administration (FTA) is subject to all applicable Commonwealth and Federal laws, including prevailing wage requirements that do not apply to maintenance and inspection services. There are no specific set-aside designations mentioned; however, SRTA has established a 2.11% disadvantaged business enterprise (DBE) participation goal, and all proposers must comply with civil rights requirements and the Build America Buy America Act provisions. The incumbent contracts terminate on May 8, 2026, requiring seamless transition to the new contractor. Contractors must maintain comprehensive insurance coverage including $2,000,000 in general liability coverage and obtain AmTrak Contractor certification for route mechanics at Middletown at the contractor's expense ($50 per mechanic annually for virtual training). All costs incurred by proposers in developing quotes are the sole responsibility of quoting firms and will not be reimbursed; furthermore, such costs must not be included in quote submissions. While specific budget ranges or award values are not explicitly stated in the solicitation documents, the scope encompasses two years of guaranteed service with potential extension through three additional one-year periods, and pricing must remain valid for 120 days from submission.
