About this file

This is a Request for Quote (RFQ) price form submission document for the Susquehanna Regional Transportation Authority (SRTA), doing business as rabbittransit, a Pennsylvania-based transit authority serving Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union, and York Counties. The solicitation seeks quotes for inspection, maintenance, and repair services for two elevators located at three sites: Cameron Street in Dauphin County, Middletown Train Station in Dauphin County, and North Zarfoss Drive in York County. Quoting firms may submit bids for all three locations or individual locations, with preference given to firms providing the least-cost quote for all three locations combined. All quotes and contracts are subject to applicable Commonwealth and Federal laws and financial assistance agreements between the Federal Transit Administration (FTA), Pennsylvania Department of Transportation (PennDOT), and participating agencies. All quoted prices must remain valid for 120 days from submission.

The RFQ price form requires detailed cost breakdowns including normal service hours labor rates, emergency and after-hours service rates, parts markup percentages (distinguishing between average and highest marked-up items), inspection charges (all-inclusive of travel and report preparation), travel charges per location, emergency call-out fees, and annualized monthly minimum maintenance costs. Bidders must provide anticipated labor rate increases for each contract year and disclose all additional fees such as disposal costs, environmental charges, and shop charges on a per-call or invoice basis. The submission must include response time commitments in hours, a five-year total cost projection for inspection and maintenance, and ten reference contacts with organization names, primary business purposes, contact names, telephone numbers, and email addresses. Prevailing wage rates do not apply to maintenance and inspection services. All bid submissions must be complete and include authorized signatures and dates; submissions with missing elements will be rejected.
