The scope covers bulk and mini-bulk treatment chemicals for water and wastewater treatment operations across eight facilities—Hubert WTP, Dixon WTP, Northwest Regional WWTP, Southeast Regional WWTP, Summerhouse WWTP, Webb Creek WWTP, Black Creek Wells, and facilities under construction. Required chemicals include Aluminum Sulfate (Commercial Alum), Liquid Sodium Hypochlorite 12.5%, Sodium Permanganate 20%, Peracetic Acid, Citric Acid Salt, Non-Methanol Carbon, Liquified Hydro Fluorosilicic Acid, Zinc Ortho-Phosphate, Granular Calcium Hypochlorite, Tablet/Stix Calcium Hypochlorite, Liquid Lime, and Hydrated Lime. FY 25/26 estimated usage ranges from zero gallons at new facilities to over 100,000 gallons for certain chemicals at established locations, with delivery frequencies varying from weekly to yearly. Storage capacities at facilities range from 40 gallons at individual wells to 120 tons at treatment plants; delivery for liquid chemicals typically occurs every two weeks to monthly.
The contract term is 12 months with quoted prices fixed for the full period. ONWASA and the contractor may mutually agree to renew for one additional 12-month term upon each anniversary, with renewal options available up to four times, contingent on appropriation of funds. The contractor must maintain General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per person / $1 million per accident), Workers' Compensation per statutory requirements with Employers Liability ($500,000 per occurrence), and Excess Liability / Umbrella ($1 million per occurrence).
