About this opportunity

The Village of Schaumburg, Illinois, located in Cook County, is soliciting proposals for final design consulting engineering services for 2026 Traffic Signal Cabinet & Controller Upgrades through a Request for Proposal (RFP) process. The procurement seeks qualified engineering firms to develop comprehensive final design plans for traffic signal improvements at 13 to 15 village-owned intersections, including installation or replacement of battery backup systems, pedestrian signal countdown timers, accessible pedestrian signals (APS) with ADA-compliant ramp upgrades, TS1 cabinet replacements, and conversion from incandescent to LED signal heads. Proposers must be prequalified with the Illinois Department of Transportation (IDOT) for Special Plans: Traffic Signals and must have successfully completed a minimum of three comparable projects within the past five years. Deliverables include detailed plan sets, specifications, bid documents, itemized cost estimates organized by work item type, topographic survey of ramps, permits, design reports, Engineer's Estimate of Probable Construction Cost, and identification of potential grant opportunities with assistance in grant applications. Evaluation will be conducted on a points-based system with criteria weighted as follows: Key Personnel (20%), Qualifications of Firm & Team (30%), Project Approach (30%), and Relevant Experience (20%). Proposals must be submitted electronically through the Village's OpenGov e-Procurement Portal at https://procurement.opengov.com/portal/villageofschaumburg no later than Monday, February 2, 2026, at 4:00 pm CDT, with a deadline for submitting questions on January 26, 2026, at 4:00 pm and an assumed project start date of March 18, 2026. Required proposal submissions include a Statement of Project Understanding (not to exceed two pages), Statement of Qualifications (not to exceed two pages), resumes for three key personnel (one page each), up to three project references (three pages total), and a project schedule demonstrating implementation approach (one page).

No designated set-asides for disadvantaged enterprises or restrictions limiting organizational type are specified in the procurement documents. The Village requires comprehensive insurance coverage including general liability of $1,000,000 per occurrence/$2,000,000 policy limit, automobile liability of $1,000,000 combined single limit, umbrella or excess liability of $2,000,000, workers' compensation as required by Illinois statute, and professional liability and errors and omissions coverage for architectural and engineering firms. The existing traffic signal infrastructure consists of a mixed fleet of equipment from various manufacturers, including Econolite ASC/3, ASC/2, and ASC-8000 controllers, with eight intersections currently equipped with LED signal heads and four with incandescent units; certain cabinet and controller upgrades on Meacham Road are being completed through a separate IDOT ATMS project while pedestrian heads and APS installations are being handled through an independent project. No specific contract award value or budget range is provided in the procurement documents, though the Village notes that final design is planned to be funded locally with potential pursuit of grant opportunities for proposed improvements. Invoice payments will be made within 30 days of receipt and approval, and all prices quoted must remain valid for a minimum of 90 days from the bid opening date. The Village reserves the right to reject any or all proposals and may conduct interviews with short-listed applicants at its discretion.
