About this opportunity

Sussex County, New Jersey is soliciting proposals for masonry trade services on a time-and-materials basis to provide licensed and qualified tradesmen and laborers for repairs, alterations, or improvements to existing County facilities. The scope of work encompasses all types of masonry, HVAC, electrical, carpentry, plumbing, roofing, waterproofing, and ventilation work across multiple County-owned facilities including six library branches, administrative offices at Wheatsworth Road, seven DPW maintenance centers, and various unoccupied facilities such as the Sussex County Fair Grounds Exposition Building. The Successful Respondent must maintain a workforce in physical residence within proximity of Sussex County to respond to 24-hour emergency calls within 30 minutes and be on-site within two hours, with the County providing compensation of an additional two hours above actual time spent for emergency responses meeting the two-hour requirement. Pricing is structured on a time-and-materials basis with three cost components: labor billed at fixed hourly rates for Journeymen, Class "A" Laborers, and Class "B" Laborers during standard and non-standard hours; materials furnished at a fixed percentage markup or markdown from prevailing local rates with required proof of purchase price; and equipment rental at reasonable ownership expense based on prevailing local rental rates with no profit or overhead allowed. The contract period is twelve months from the date of award, with the County reserving the right to extend for one additional consecutive year at the proposed rates. Key dates include a site visit on March 11, 2026, a Request for Information deadline of March 18, 2026 by 3:00 p.m., a questions deadline of March 25, 2026, proposals due on April 8, 2026 at 11:00 a.m., and an anticipated award date of May 13, 2026. The contract will be awarded to the lowest responsive, responsible respondent, and the award determination is based on a hypothetical lump sum calculation using Year 1 rates only with the second year contingent upon rates not being unusually weighted or skewed.

There are no specific set-aside designations or restrictions on the types of organizations that can respond to this procurement, though all respondents must comply with New Jersey's Local Public Contracts Law and prevailing wage requirements established by the New Jersey Department of Labor and Public Works Contractor Registration Act. Respondents must demonstrate compliance with the New Jersey Prevailing Wage Act, maintain New Jersey business registration, obtain a Certificate of Insurance through companies licensed in New Jersey with an A.M. Best rating of A+, and provide proof of EPA certification for refrigerant transition and recovery if applicable. Bid security in the amount of 10% of the bid amount (not to exceed $20,000) is required and may be in the form of a certified check, cashier's check, or bid bond. Proposals must be submitted electronically through the Sussex County Bonfire portal at sussex.bonfirehub.com, and all proposal prices must be firm and not subject to increases during the contract period except for petroleum heating products which may be subject to standard tank wagon increases. No incumbent vendors or specific existing contractors are identified in the procurement documents. While no specific award value or budget range is provided, the hypothetical lump sum calculation for award determination includes Year 1 labor rates multiplied by specified hours (225 total labor hours), a $10,000 baseline for materials subject to the bidder's markup or discount percentage, a $150 project proposal estimate, and daily equipment rental rates, though this calculation does not represent the actual expected contract value, which may exceed or fall short of the calculated total.
