About this file

This Technical Specifications document outlines the requirements for trade services provided to Sussex County, New Jersey facilities under a time-and-materials (T&M) contract. The contract covers maintenance, repairs, alterations, and improvements across multiple County-owned facilities including six library branches, administrative offices at Wheatsworth Road, DPW maintenance centers in seven locations, and various unoccupied facilities such as the Sussex County Fair Grounds Exposition Building and maintenance complexes. The Successful Respondent shall provide licensed and qualified tradesmen to perform HVAC, electrical, carpentry, masonry, plumbing, roofing, waterproofing, and ventilation work. The contract period is twelve months from the date of award, with the County reserving the right to extend for one additional consecutive year at the proposed rates. For non-emergent planned work, the County will conduct a site visit to describe the work scope and issue a written work request, to which the Successful Respondent must provide a detailed response including estimates of materials and labor, timetable, estimated start date, and identification of other required trades.

Pricing is structured on a time-and-materials basis with three distinct cost components: labor billed at fixed hourly rates stated in the proposal sheets; materials furnished at a fixed percentage markup or markdown from prevailing local rates, with proof of purchase price required for all billings; and equipment rental at reasonable ownership expense based on prevailing local rental rates with no profit or overhead allowed, while equipment used in the regular course of business shall be absorbed in hourly rates. The Successful Respondent must maintain a workforce in physical residence within proximity of Sussex County to respond to 24-hour emergency calls within 30 minutes and must be on-site within two hours; the County will compensate an additional two hours above actual time spent for emergency responses meeting the two-hour requirement. The contract requires proof of certification from the United States Environmental Protection Agency for refrigerant transition and recovery if applicable, compliance with the New Jersey Prevailing Wage Act and Public Works Contractor Registration Act, interim releases of lien with each payment requisition, and certified payroll records. The County reserves the right to add or delete services within the scope of work using bid pricing, and a single unresponsive incident to emergency calls results in a warning while a second incident results in contract termination.
