About this opportunity

The City of South Salt Lake is issuing a Request for Qualifications (RFQ) seeking a qualified engineering design firm to provide comprehensive professional engineering design services for six street reconstruction projects scheduled for 2026. The projects include design work for streets identified as 3680 S, Claybourne Ave, Burton Ave, White Pl, Panama St, and Robert Ave. The scope of work encompasses full surveys establishing rights-of-way, full-depth pavement design incorporating curb and gutter, sidewalks, park strips, and ADA-compliant ramps, possible design of public utilities including water, sewer, stormwater and street lighting systems, coordination with applicable government agencies and utility providers, and public involvement activities. The selected firm will collaborate closely with the City's Engineering, Public Works, Neighborhoods, and Community Development Departments and must designate a Project Manager available for ongoing meetings and coordination. Statements of Qualifications must be submitted as a single PDF document through the Utah Public Procurement Place website (Bonfire) by 2:00 p.m. Mountain Standard Time on February 13th, 2026, with late submissions not accepted. SOQs are limited to five single-sided pages maximum using 12-point minimum font, excluding cover letters and resume appendices. The evaluation criteria weighted as follows: Project Manager qualifications (25%), Project Team composition (20%), Approach to Project (30%), Firm Qualifications (15%), and Consultant Fees (10%), with the winning consultant to be notified by 5:00 p.m. on February 20th, 2026, and contract negotiations to be completed by March 20th, 2026.

The RFQ does not identify any specific set-aside designations or restrictions limiting responses to particular enterprise categories, and no incumbent vendors or current contractors are referenced in the procurement documents. Proposers must provide hourly fee schedules for various firm members as part of their evaluation; however, no specific award value or budget range is disclosed in the available documentation. The City reserves the right to reject any and all proposals or waive any informality or technicality in submissions at its discretion. All inquiries regarding the RFQ must be directed to Ariel Andrus, City Recorder, at (801) 483-6019 or aandrus@sslc.gov and must be received at least 72 hours prior to the February 13th submittal deadline. Upon award, all submitted materials become property of the City and will be subject to public records disclosure.
