About this opportunity
The City of Owensboro, Kentucky is requesting bids on the 2026 Stormwater Inlet Replacement Project (RFB 4487), with bids due July 30, 2026. The scope includes removal and replacement of stormwater inlets, damaged curb and gutter sections, and sidewalk ramps throughout designated streets, with all work directed by City Engineer Kevin Collignon (contact: 1410 W. 5th St., 270-687-8641).
The contractor must provide all labor, materials, supervision, equipment, construction staking, and incidentals. Sidewalk ramps must comply with ADA accessibility standards including specific slope and surface texture requirements. Street cuts and ramp construction must follow detailed technical specifications and the KTC Standard Specifications 2008. Revised alternate design plans require stamps by a licensed Professional Engineer registered in Kentucky.
The contract is structured as a unit-price stipulated-price agreement with payment terms of 100 percent of completed work monthly, less 10 percent retainage (reducible to 5 percent after 50 percent completion at the Owner's discretion). Work is divided into two phases: Substantial Completion (roadway open to traffic with all items completed) and 100 percent Project Completion (within 30 calendar days after substantial completion). Contract time begins on the later of the thirtieth day after the effective date or upon Notice to Proceed, but no later than ninety days after bid opening. Extensions are available for adverse or unusually severe weather based on documented NOAA data affecting critical path activities. Liquidated damages apply for delays beyond specified completion dates.
The contractor must provide performance bond, payment bond, and bid bond, each equal to the contract price. A preconstruction conference is required. The contractor assumes responsibility for a competent resident superintendent on site and compliance with all applicable laws and regulations. Section 404 permits from the U.S. Army Corps of Engineers and Section 401 permits from the Kentucky Department of Water have been obtained.
Location Exhibits identify specific work sites throughout Owensboro; bidders should review these exhibits with the Scope of Work to assess project requirements and site-specific conditions.
