About this opportunity
The Rhode Island Department of Transportation is requesting bids for statewide steel repairs on seven bridges across Rhode Island municipalities under RIC No. 2026-CB-046, with bids due October 23, 2026 at 1:00 p.m. EDT and questions due October 14, 2026 at 12:00 p.m. EDT. The project is 100% state-funded with no federal participation despite the Federal Aid Project designation.
The scope spans steel beam end repairs and asphaltic joint replacement at seven bridges: Francis Street North (Providence), Jefferson Boulevard (Warwick), Putnam Pike (Smithfield), Smith Street Railroad Bridge (Providence), Sprague Street Bridge (Portsmouth), Stony Lane Bridge (North Kingstown), and Water Street Bridge (Pawtucket). Work includes temporary protective shielding (600 square feet), asphaltic expansion joint systems (217 linear feet), structural steel repairs (ranging from 1,044 to 8,138 pounds by location), sole plate reset, structural steel painting (3,906 square feet), surface preparation (2,592 square feet), debris containment, mobilization, temporary traffic protection, and a 10,000-unit force account bank for unexpected Amtrak downtime. All work must comply with the February 2026 Rhode Island Standard Specifications for Road and Bridge Construction and AASHTO LRFD Bridge Construction Specifications (4th Edition with 2020–2025 interim revisions). Contractors must hold AISC Advanced Bridge Fabricator (ABR) or equivalent certification with SSPC-QP3 paint certification; steel erectors must be Certified Bridge Fabricator Simple (SBR). All structural steel must meet AASHTO M 270 Grade 50 with Zone 2 Charpy V-Notch testing. Special provisions govern AMTRAK infrastructure coordination, including bonding, signal preview distances of minimum 1,500 feet, and adherence to AMTRAK's EP3014 and EP3016 standards.
Bidders must submit electronically through Ocean State Procures, provide a bid bond of 5% of the total bid amount, and if awarded, post a 100% performance bond. Required insurance includes general liability ($1 million per occurrence), workers compensation ($100,000 each accident), and automobile liability ($1 million per occurrence). The awarded vendor is subject to a 0.33% contract administrative fee, prevailing wage requirements under the Davis-Bacon Act, and the Work Hours Act of 1962. Award will be made to the lowest responsible bidder.
