About this opportunity
The Muscogee County School District is issuing a Request for Proposal (RFP) for Construction Manager at Risk (CM) services for the 2026 Painting Renovation Project, located in Columbus, Georgia. The procurement encompasses interior and exterior painting, wall and finish repairs, and minor renovations including lighting system updates, flooring replacement, cove base replacement, and ceiling updates. The successful CM will provide cost estimating, constructability analysis, scheduling, and phasing of work, with services performed under the AIA A133-2019 Standard Form of Agreement on a cost-plus-fee basis with a guaranteed maximum price structure. Required qualifications include submission of an AIA A305 Contractor's Qualification Statement, evidence of insurability, completed non-collusion and federal work authorization affidavits, performance and payment bonds at 100 percent of contract value, and insurance coverage including workers' compensation, general liability of $1,000,000, automobile liability of $1,000,000, and excess liability umbrella of $5,000,000, all with A.M. Best ratings of "A" or better. Evaluation criteria consist of Stability of CM (20 percent), Relative Experience and Qualifications of CM (20 percent), Quality of Proposed Management Plan (15 percent), Past Performance of CM (20 percent), and Fee of CM (25 percent), with fees stated as a percentage of total construction costs. A mandatory pre-proposal conference is scheduled for Tuesday, October 21, 2025, at 10 a.m. at the Office of the Director of Construction, 5661 Lorenzo Road, Columbus, Georgia 31904, with failure to attend resulting in proposal rejection. Sealed proposals must be received by 2 p.m. on Thursday, November 6, 2025, with substantial completion required by Saturday, July 18, 2026, and a guaranteed maximum price deadline of February 13, 2026. Contract award is anticipated within 45 days of proposal opening, with proposals remaining valid for 45 days after receipt.
No specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information are identified in the procurement documents. Proposers must submit one original and six identical copies of their proposal in a loose-leaf binder with tabs to the specified location. The RFP does not explicitly state a budget range or award value; however, the guaranteed maximum price will be established during pre-construction phases and must be finalized by February 13, 2026. There is no indication of existing infrastructure or technology requiring integration beyond the standard AIA contracting framework. The School District reserves the right to interview the top-scoring proposer through the Evaluation Committee before final award recommendation to the Superintendent. All submissions must comply with the itemized general requirements estimate utilizing Schedule A as a guide, which should include all estimating, pre-construction services, and general requirements costs.
