About this opportunity
Genesee Intermediate School District (GISD) in Flint, Michigan is requesting bids for a master price list of surveillance camera equipment and services available to all school districts within Genesee County, with sealed bids due July 30, 2026 at 2:00 PM.
The scope comprises 2-megapixel internal cameras and 5-megapixel external bullet cameras meeting ONVIF standards, motion detection, Power over Ethernet (PoE or PoE+), and motorized variable focus and zoom preference; pricing for specific camera models from Avigilon, Axis, Digital Watchdog, and Verkada; surveillance software licensing for Avigilon, exacqVision, Digital Watchdog, and Verkada platforms with enterprise and upgrade options; DVR/NVR storage units with 1G or 10G network interfaces and capacities ranging from 32TB to 120TB; and optional installation services priced hourly, by half-day or full-day rates, and per network drop. Vendors may propose catalog discount percentages off manufacturer's suggested retail price as an alternative to fixed pricing and may offer additional compliant camera models beyond those listed. Installation services include mounting, aiming, and labor; GISD technicians handle system naming and configuration. All pricing must remain valid through July 31, 2027. GISD has purchased over 1,000 new cameras since 2015 and intends this pricing to serve as a cooperative vehicle for participating school districts in Genesee County, with districts able to utilize results without conducting individual RFPs depending on their board policies.
Bidders must submit sealed bids with one original and two copies on the provided Genesee Intermediate School District Bid Form, accompanied by a notarized Public Act 232 familial relationship disclosure, Iran Economic Sanctions Act certification, and School Safety Affidavit. All personnel working on GISD property must comply with Michigan Public Act 232 fingerprinting and criminal background check requirements. Written questions were due July 23, 2026. Bid prices must remain valid for 90 days from opening. GISD reserves the right to accept or reject any bids, split awards among multiple vendors, or cancel the RFP. Bid opening is anticipated July 30, 2026 at 2:00 PM at the Erwin L. Davis Education Center, with award at a subsequent Board meeting.
