About this opportunity

The City of Cheyenne, Wyoming is requesting bids on pavement preservation improvements through crack sealing of existing asphalt under IFB S-15-26, with bids due July 13, 2026 at 2:00 p.m. Mountain Time, and a non-mandatory pre-bid meeting via Zoom on June 24, 2026 at 9:30 a.m. Wyoming resident contractors certified by the Wyoming Department of Workforce Services receive a 5% preference in bid evaluation, provided their bid is not more than 5% higher than the lowest nonresident bidder.

The scope includes sealing cracks greater than 1/8 inch in asphalt and concrete pavements across 505 street segments covering approximately 177,105 linear feet and 6.41 million square feet of roadway surface in Cheyenne. Work encompasses cleaning, weeding, drying, blotting, and sealing; traffic control in accordance with MUTCD; and mobilization. On local roads, closure of up to three consecutive blocks is permitted or single-lane closure with flaggers; on collector or arterial roads, work must occur between 9:00 a.m. and 3:00 p.m. under traffic with a Certified Traffic Control Supervisor. Crack-filler material requires certificates of compliance from an independent AASHTO-accredited testing laboratory at least one week prior to placement. Contract unit price is per pound of installed sealant and constitutes full compensation for all materials, labor, equipment, and traffic control; actual sealant quantities may vary significantly from plan quantities with no unit-price adjustment.

Bid bonds or cashier's checks equal to 5% of the total bid amount are required. The successful bidder must furnish performance and payment bonds equal to 100% of the accepted bid and maintain them for two years following substantial completion. Insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million aggregate, Business Automobile Liability of $1 million combined single limit, and Workers' Compensation coverage with statutory minimums. The City retains 5% retainage throughout the contract term. Liquidated damages range from $250 to $3,500 per calendar day based on original contract amount. Work must commence upon Notice to Proceed (estimated August 17, 2026) and conclude by October 31, 2026. Wyoming laborers must be employed unless the state workforce center certifies unavailability within eleven calendar days of notification. Questions are due June 29, 2026 at 5:00 p.m., with addendum responses due by July 1, 2026 at 5:00 p.m. City Council approval is scheduled for August 10, 2026.
