About this file

This is a Special Provisions document for the City of Cheyenne and Board of Public Utilities 2026 Crack Seal project in Wyoming. The project consists of pavement preservation improvements through the cleaning, weeding, and sealing of cracks greater than 1/8 inch in existing asphalt and concrete pavements to prevent water infiltration and extend roadway service life. Work includes traffic control in accordance with the MUTCD, incidental flagging operations, mobilization, and related construction activities. The contractor must attend a pre-construction meeting to present the construction schedule, traffic control plans, materials suppliers list, subcontractor list, and required submittals. Work on local roads may be completely closed for up to three consecutive blocks or completed under single lane closure with flaggers. Work on collector or arterial roads must be performed between 9:00 AM and 3:00 PM under traffic with a Certified Traffic Control Supervisor overseeing all traffic control. Any work in school zones must be completed when school is not in session.

Payment for accepted contractor-supplied asphalt street crack sealing shall be made at the contract unit price per pound as specified in the proposal. This price constitutes full compensation for all cleaning, drying, blotting, debris removal, testing, labor, materials, equipment, tools, traffic control, and incidentals necessary to complete the work. The contractor must submit certificates of compliance from an independent testing lab with each shipment of crack filler material at least one week prior to placement, and shipments not meeting specifications will not be paid for whether installed or not. The actual quantities of sealant required may vary significantly from plan quantities depending on the time of year the sealing is performed, and the contract unit price will not be adjusted based on differences between plan quantities and actual quantities.

D. Material Delivery, Handling, and Storage: Material used for the project will be delivered to a designated staging area (Staging Area #1, see map) in the City of

Cheyenne. The CONTRACTOR shall notify the ENGINEER OR ENGINEER’S

REPRESENTATIVE twenty-four (24) hours in advance of any delivery of materials to the storage site. At that time the ENGINEER OR ENGINEER’S REPRESENTIVE shall meet with CONTRACTOR to verify the weights and conformance of the materials. The CONTRACTOR is solely responsible for the loading and unloading of all materials while at the storage site. Certified scale tickets are required for each delivered load of material. Weight shall be marked on each pallet of material on the top and sides in at least 4” high letters or numbers. The City reserves the right to have the CONTRACTOR verify delivered loads for weight at no cost to the City. The

ENGINEER OR ENGINEER’S REPRESENTATIVE will maintain records of materials delivered, installed and accepted.

1. All sealant material shall be stored in a neat and orderly fashion to facilitate accurate documentation. All sealant material shall be made available for inspection prior to and after each application.

2. All delivered/stored material determined to be damaged or unsuitable for use shall be inventoried by CONTRACTOR and ENGINEER OR ENGINEER’S

Portland cement and fly ash may also be used as blotter material as well as Glenns oil or approved equal.

2.02 TESTING

The CONTRACTOR must submit Certificates of Compliance with each shipment or separate batch of material to be used at least one (1) week prior to placement. The

CONTRACTOR shall contract with an independent testing lab to verify compliance with material (Section A) specifications. Shipments of material determined to not meet specifications will not be paid for whether they are installed or not.

PART 3 EXECUTION

3.01 EQUIPMENT

A. The heat lance shall meet the following requirements. Heat lance equipment will consist of an air compressor capable of delivering a steady flow of air at a minimum of 120 psi and a heating apparatus capable of sustaining air temperatures at a minimum of 75 ° F. Pavement shall not be oxidized or burned with the heat lance.

The pavement adjacent to the reservoir shall not show any signs of damage resulting from the cleaning operation. If the adjacent pavement is damaged, the

CONTRACTOR shall immediately alter the equipment and/or the procedure to eliminate the damage to the satisfaction of the ENGINEER OR ENGINEER’S

REPRESENTATIVE.

B. The machine used to apply the sealant shall have a minimum melting capacity of 100 gallons per hour, while continuously maintaining the recommended sealant application temperature (350-420°F). If the sealant temperature cannot be maintained while adding additional sealant, two sealing machines shall be used. The sealing machine(s) shall be equipped with a positive-acting device to continuously agitate and mix the sealant during application. Wands used to deliver hot crack-fill material shall not leak and have a positive shut off.

3.02 CRACK PREPARATION

A. All cracks greater than 1/8 inch (3mm) shall be cleaned and sealed. Cracks less than

1/8 inch in width shall not be sealed. All cracks shall be thoroughly cleaned of dust, dirt and other loose deleterious material using oil-free compressed air (minimum 120 psi) and the surface area shall be dried with a heat lance when necessary immediately ahead of placing the hot sealant. Cracks shall be free of dust, dirt, moisture, vegetation or other material that might prevent bonding of the hot sealant. The prepared cracks shall be inspected by the ENGINEER OR ENGINEER’S

REPRESENTATIVE prior to sealing.

B. Unless authorized by the ENGINEER OR ENGINEER’S REPRESENTATIVE, crack preparation shall not proceed ahead of the sealing crew by more than twenty-four (24) hours.

C. The asphalt/concrete joint along the edge of streets with curb and gutter shall be prepared and sealed unless otherwise approved by the ENGINEER OR

ENGINEER’S REPRESENTATIVE.

D. All debris larger than ½ inch in diameter removed during preparation of the cracks shall be removed from the roadway surface before re-opening it to traffic.

3.03 SEALANT APPLICATION

A. Crack sealing shall be done only when weather conditions are dry and in accordance with the sealant manufacturer’s recommendations but at no time will crack sealant be applied when the pavement temperature is below 40°F. Two copies of the sealant manufacturer’s recommendations for preparation, handling, mixing, and application shall be furnished to the ENGINEER OR ENGINEER’S REPRESENTATIVE for approval prior to beginning sealant operations.

B. The sealant shall be applied to the crack from the bottom up, until it is slightly above the pavement surface. The sealant shall bond tightly against the pavement surface. A

U-shaped squeegee method shall be used to bond and flatten the sealant to the asphalt surface.

C. The total width of the sealant bond on the pavement surface over the center line of the crack shall not be less than 3 inches or greater than 4 inches after it has been smoothed. Crack sealant whose surface exceeds the pavement surface by 1/16 inch or width exceeds four (4) inches is considered excessive and improperly sealed.

Improperly sealed cracks shall not be paid for based on a rate of two (2) liner foot of cracked surfaced equivalent to one pound of crack sealant.

3.04 BLOTTER APPLICATION

A. The sealant shall not be tracked or pulled by traffic. If tracking occurs, blotter material shall be applied to cracks to minimize damage to the sealant. Sealant damage by tracking or pullout shall be replaced at the CONTRACTOR’S expense.

B. Traffic shall be kept off the freshly sealed cracks until sealant has cured or has been treated with an approved blotter material to prevent tracking. CONTRACTOR shall use blotter material in all intersections and a minimum of 50 feet in any direction from intersections except on low volume residential streets which are closed until crack sealant cures. The thickness of the blotter material above the sealant shall be ½ inch. The CONTRACTOR shall broom the excess blotter material from the roadway surface when the crack sealant has cured to the point that tracking will not occur.

Blotting will not be paid for separately and will be considered incidental to the project. Blotting material will be approved by the ENGINEER OR ENGINEER’S

REPRESENTATIVE.

PART 4 METHOD OF MEASUREMENT AND BASIS OF PAYMENT

4.01 METHOD OF MEASUREMENT

A. The accepted quantities of hot-poured, elastic type crack sealing will be measured by the pound, complete in place, in accordance with specifications and accepted by the

CITY. On a daily basis, the CONTRACTOR shall furnish to the ENGINEER OR

ENGINEER’S REPRESENTATIVE, tickets and invoices used on the project as well as the location of work performed. The CONTRACTOR shall also provide the estimated pounds of sealant utilized on each street segment.

4.02 BASIS OF PAYMENT

A. The quantity of accepted contractor supplied asphalt street crack sealing shall be measured and paid for at the contract unit price per pound as called for in the proposal. This price shall constitute full compensation for cleaning cracks, drying cracks, blotting the sealant, and removing debris from the roadway surface, testing and for furnishing all labor, materials, equipment, tools, traffic control and incidentals necessary to complete the work.

B. The actual quantities of sealant required to complete the crack sealing may vary significantly from the plan quantities, depending on the time of year the sealing is performed. The contract unit price will not be adjusted because of a difference in plan quantity versus actual quantity.
