About this opportunity
Kent Intermediate School District is requesting proposals for asbestos abatement and hazardous material removal at the former Dutton Elementary School, 3820 68th Street SE, Caledonia, Michigan, with bids due July 2, 2026 at 2:00 p.m. An optional pre-bid meeting is scheduled for June 24, 2026 at 1:00 p.m. at the project site.
The scope encompasses removal and disposal of asbestos-containing materials (ACM) identified in the approximately 60,000-square-foot facility and hazardous materials including fluorescent lamps (approximately 1,400 units), PCB-containing light ballasts (approximately 700 units), smoke detectors with radioactive constituents (approximately 60 units), refrigeration equipment, exit signs with backup batteries, boilers, water heaters, and custodial cleaning chemicals. The asbestos survey, conducted in April 2026 by Board for Global EHS Credentialing Certified Industrial Hygienists in accordance with USEPA 40 CFR Part 763 Subpart E protocols, identified six homogeneous areas containing asbestos: gray mortar in restrooms and classrooms (0.25–0.75% chrysotile, non-friable); interior and exterior caulking (2% chrysotile); and vinyl tile with mastic (6% chrysotile tile, 2% chrysotile mastic) in estimated quantities ranging from 2 to 600 square feet.
All work must comply with federal EPA regulations, OSHA standards, and Michigan Department of Environment, Great Lakes, and Energy requirements. Contractors must notify the Michigan Department of Licensing and Regulatory Affairs at least 10 days prior to abatement. Bidders may submit pricing for the entire scope or for asbestos abatement and hazardous material removal services separately. Three references for similar contracted services are required, with preference given to those with school district experience. Submittals must include a notarized Iran Economic Sanctions Affidavit, notarized Familial Disclosure Statement, and proof of comprehensive general liability and worker's compensation insurance before work commencement. Contract award is anticipated July 21, 2026 following Board approval. Bid prices must remain firm for 90 calendar days from opening. The district reserves the right to award based on criteria beyond cost alone and will select the most responsible bidder.
