About this opportunity

Spalding County, Georgia issued a Request for Proposal (RFP) seeking qualified General Contractors to provide Construction Manager at Risk services for facade stabilization, demolition, and renovation work at 117 and 119 East Solomon Street in Griffin, Georgia. The project encompasses three primary phases: facade stabilization of the historic front building facade at 117 E. Solomon Street (including limited destructive survey to support design documentation); demolition services for the remainder of the building with shoring and stabilization of masonry demising walls to protect adjacent structures at 113 and 119 E. Solomon Street, along with interior debris removal from the first and second floors; and preconstruction services to assist the design team in budgeting for rebuilding and future renovation phases. The County reserves the right to retain the selected General Contractor for preconstruction services with recommendations to encourage quality and efficiency, with the ultimate goal of completing new building construction at 117 E. Solomon to allow the existing 119 Annex offices to remain operational during renovation. Qualified proposers must submit comprehensive responses limited to 35 pages, including company information, personnel qualifications with organizational charts and resumes, relevant project experience (three to five comparable projects), and pricing in the required Bid Form format. Evaluation criteria include the firm's relevant project experience, qualifications of key project personnel, demonstrated ability to manage comparable projects, pricing competitiveness, and the proposer's ability to guide design toward budget maintenance and value engineering. A mandatory site walk and pre-proposal meeting was scheduled for July 31, 2025, at 10:00 AM, with questions due by August 11, 2025, at 4:00 PM; the RFP response deadline was August 19, 2025, at 2:00 PM EST, requiring five hard copies and one electronic copy submission. General Contractor selection was anticipated by August 26, 2025, with an anticipated project start date of September 2025 contingent upon permit receipt and material procurement.

The RFP documentation does not specify set-aside designations or restrictions on the types of organizations eligible to respond, nor does it identify disadvantaged enterprise requirements or preferences. No incumbent vendors or current contractors are listed in the available documentation. The contract will be based on the AIA A133 form with General Conditions A201-2017, and proposers must submit pricing submissions including budget estimates and fees as percentages of hard construction costs for both facade stabilization and demolition phases, along with separate change order fees. The project budget will be determined by the Owner and design team working with the selected General Contractor following the RFP process, indicating no specific budget range or award value is disclosed in the solicitation materials. However, it is critical to note that Spalding County issued a cancellation notice dated July 25, 2025, for this solicitation (Cancellation 2025-003), and the documentation does not specify whether the work will be re-solicited or pursued through alternative procurement methods, effectively rendering this original opportunity unavailable to prospective bidders.

Opportunity text

Spalding County is seeking Statements of Qualifications and Proposals from qualified General Contractors to provide preconstruction and construction management services for the Façade Stabilization, Demolition, and Renovation at 117 & 119 E. Solomon Street in Griffin, GA. Façade Stabilization involves the stabilization of the historic front building façade at 117 E. Solomon Street in Griffin, Georgia. The General Contractor shall provide limited destructive survey to assist the design team in preparing documentation showing demolition intent and performance criteria for the building stabilization. ¿ Demolition Services will occur after the façade stabilization process has begun and will provide demolition services for the remainder of the building behind the 117 E. Solomon façade. This will also include shoring and other measures to stabilize the masonry demising walls between 117 and the adjacent structures at 113 and 119 E. Solomon Street. The interior debris on the first and second floor will be removed through the rear entry. The work will also include removal of the debris at the first and second floors. The goal is to allow work installed during the stabilization process to be part of the permanent solution and avoid temporary work if possible. The scope may also include preconstruction services to assist the design team in budgeting for the rebuild of 117 and future renovation of 119, the existing County Annex offices. ¿ The County reserves the right to retain the selected General Contractor for preconstruction services with recommendations to the County and design team to encourage quality and efficiency. This scope of work would involve new building construction in the 117 E. Solomon space so the existing 119 Annex can remain functional during this time. Once the new construction in the 117 space is complete, County staff can relocate to the new construction so the renovation of the 119 Annex space may begin.
