I. INTRODUCTION

Spalding County is seeking Statements of Qualifications and Proposals from qualified General Contractors to provide preconstruction and construction management services for the Façade Stabilization, Demolition, and Renovation at 117 & 119 E. Solomon Street in Griffin, GA.

II. GENERAL PROJECT INFORMATION & SCOPE OF WORK

Project Information and Required Program for Design

The overall project encompasses three phases of work with some phases potentially overlapping. The scope of work for each phase may include but not be limited to:

• Façade Stabilization involves the stabilization of the historic front building façade at 117 E. Solomon Street in Griffin, Georgia. The General Contractor shall provide limited destructive survey to assist the design team in preparing documentation showing demolition intent and performance criteria for the building stabilization.

• Demolition Services will occur after the façade stabilization process has begun and will provide demolition services for the remainder of the building behind the 117 E.

Solomon façade. This will also include shoring and other measures to stabilize the masonry demising walls between 117 and the adjacent structures at 113 and 119 E. Solomon Street. The interior debris on the first and second floor will be removed through the rear entry. The work will also include removal of the debris at the first and second floors. The goal is to allow work installed during the stabilization process to be part of the permanent solution and avoid temporary work if possible.

The scope may also include preconstruction services to assist the design team in budgeting for the rebuild of 117 and future renovation of 119, the existing County Annex offices.

• The County reserves the right to retain the selected General Contractor for preconstruction services with recommendations to the County and design team to encourage quality and efficiency. This scope of work would involve new building construction in the 117 E. Solomon space so the existing 119 Annex can remain functional during this time. Once the new construction in the 117 space is complete, County staff can relocate to the new construction so the renovation of the 119 Annex space may begin. The work in the 119 Annex will be phased to allow the Board of Commissioners to continue conducting business in the space.

Scope of Services The General Contractor shall be responsible for the following:

Preconstruction Phase Services. During the Preconstruction Phases, the Contractor will work collaboratively with LDDBlueline and the County to provide a guaranteed maximum price for each phase of the project including value engineering suggestions. Bidders shall provide requested fee types for each phase as noted on the Bid Form.

Construction Phase Services. The Construction Phase services will require the Contractor to execute the Project to be constructed pursuant to the Construction Documents and in accordance with the AIA GMP Contract and the Project Schedule. The Contractor shall be fully responsible for the means and methods of construction, Project safety, and for Project completion within the Project Schedule.

Project Schedule The anticipated start date of work is September, 2025, contingent upon permit receipt and material procurement. A detailed schedule for Façade Stabilization and 117 Demolition will be required by the General Contractor as part of the RFP response deliverables. In addition to the overall project schedule a site logistics plan is recommended.

Project Budget The project budget will be determined by Owner and design team working with the selected General Contractor after the RFP process.

Contract Form The form of Contract will be based upon the AIA A133 with General Conditions A201-2017.

The AIA document is to be provided by the GC with a summary of any proposed revisions to the standard form.
