About this opportunity

The Town of Glastonbury is seeking qualified individuals or firms to provide comprehensive professional services for the 2025 Small Cities Community Development Block Grant (CDBG) Application and subsequent project administration. The procurement opportunity covers a full range of services including grant preparation and submission, project management, environmental reviews, public meeting assistance, and compliance with various federal regulations such as affirmative action, fair housing, equal opportunity, Section 3, and Davis-Bacon Wage requirements. Interested parties must submit electronic proposals through the Bonfire portal (https://glastonburyct.bonfirehub.com/) by March 27, 2025 at 11:00 AM EDT. The solicitation, identified as RFP No. RPGL-2025-30, was posted on February 28, 2025, and interested vendors can direct questions to Nicole Melquist at the Town of Glastonbury via phone (860-652-7588) or email (Nicole.Melquist@glastonbury-ct.gov). Proposed vendors must demonstrate expertise in grant administration, compliance management, and comprehensive community development program oversight.

While the solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises, it appears open to a wide range of qualified professional service providers. The procurement covers Hartford County and is focused on community development initiatives, suggesting potential opportunities for local and small businesses. No specific incumbent vendors are mentioned in the documentation, and no precise budget range or award value is provided in the available materials. The successful vendor will be responsible for all phases of program administration under the Town's direct supervision, indicating a collaborative approach to project implementation. Vendors should be prepared to provide detailed documentation of their qualifications, past performance in similar grant administration roles, and capacity to manage complex community development projects with multiple regulatory compliance requirements.
