About this opportunity
The Oregon Department of Transportation (ODOT) is seeking a qualified contractor to provide crushed rock and aggregate for the 2025 D14 ER Rock Replacement Project in Hood River County. The procurement involves delivering 2,400 cubic yards of 1 3/4"- 0" Shoulder Aggregate to the Burns ODOT Maintenance Yard and 5,800 cubic yards of Stone Embankment Material to the Buchanan Quarry by November 14, 2025. Contractors must have a minimum of three years of experience providing similar goods and services and submit at least three professional references demonstrating comparable project capabilities. The bid submission deadline is September 3, 2025, with electronic submissions required through the OregonBuys eProcurement system. Evaluation criteria include contractor experience, material quality specifications, and ability to meet precise stockpile creation guidelines, including maximum height restrictions and side slope angles. No pre-bid conference is scheduled, and bids will be assessed based on compliance with detailed material grading and quality requirements outlined in Exhibit A Specifications.
The procurement is federally funded and subject to Build America, Buy America requirements, mandating the use of domestic iron, steel, manufactured products, and construction materials. While the project involves federal funding, no specific Disadvantaged Business Enterprise (DBE) participation goal has been assigned, though ODOT's overall DBE participation goal is 15.37% for FHWA-funded contracts. Bidders must be registered in the OregonBuys system and comply with federal regulations, including prevailing wage rates and non-discrimination provisions. The contract has a maximum not-to-exceed budget of $249,000, with payment structured using fixed unit prices and provisions for adjusting quantities if delivered materials fall outside the 90-110% specified range. Contractors must confirm they are not debarred, suspended, or ineligible for public contracts, and must have no active exclusions on the System for Award Management (SAM). ODOT reserves the right to increase or decrease requested material quantities and will determine material acceptance through visual inspection and strict quality assessments.
