About this opportunity
The City of Milton, Florida is seeking a qualified contractor to expand the Sundial Wastewater Treatment Plant (WWTP) through a formal Invitation to Bid (ITB). The project encompasses comprehensive infrastructure upgrades, including installation of vortex grit removal equipment, a 0.25 MGD biological nutrient removal process, an additional aeration basin, a chlorine contact chamber, and a chemical building. Specific deliverables include replacing an existing mechanical screen, biosolids discharge auger, effluent piping, and integrating blowers, compressors, chemical storage, and dosing systems. The mandatory prebid conference was held on September 17, 2025, with written questions due by September 25, 2025, and responses posted by October 2, 2025. Sealed bids are due on October 30, 2025, at 2:00 p.m. CST at City Hall, with the contract to be awarded to the lowest responsive, responsible bidder on a lump-sum basis. The project requires substantial completion within 670 days and final completion within 730 days of the Notice to Proceed, with liquidated damages of $2,000 per day for delays.
The procurement does not specify specific set-aside designations for disadvantaged enterprises, but it will be partially financed through the Florida State Revolving Fund program and the RESTORE Act Direct Component. Contractors must comply with prevailing wage requirements, Davis-Bacon Act provisions, Equal Employment Opportunity requirements, American Iron and Steel provisions, and Build America, Buy America requirements. While no incumbent vendors are explicitly mentioned, the project involves expanding an existing WWTP facility located at 6815 Da Lisa Road in Milton, Florida. Bidders must provide a bid bond equal to five percent of the total bid amount, and the successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price. Insurance requirements include commercial general liability ($2 million aggregate), automobile liability ($1 million per accident), workers' compensation coverage, and pollution liability ($1 million per occurrence). Though a specific budget is not disclosed, the comprehensive nature of the infrastructure upgrades suggests a substantial project investment in municipal wastewater treatment capacity.
