Summary: Addendum 3 - City of Milton Sundial WWTP Expansion Project

This is an addendum to the Invitation to Bid (ITB) issued by the City of Milton, Florida for the expansion of the Sundial Wastewater Treatment Plant (WWTP). Addendum 3, dated October 8, 2025, modifies key contract documents and extends the bid submission deadline. The project scope includes installation of vortex grit removal equipment, a 0.25 MGD biological nutrient removal (BNR) process, an additional aeration basin on the existing BNR unit, a chlorine contact chamber, and a chemical building, along with replacement of existing mechanical screening, biosolids discharge auger, and effluent piping. The work encompasses 15 primary lump sum bid items plus one additive alternate, including mobilization/demobilization, sitework, pretreatment facility, BNR equipment, aeration basin, chlorine contact chamber, reuse pump station, effluent piping, belt filter press upgrades, yard piping, electrical systems, instrumentation, storage/chemical feed building, electrical building, and chemical feed systems. The original bid submission date was extended from approximately mid-October to Thursday, October 30, 2025 at 2:00 PM. The contract period specifies 548 calendar days for substantial completion and 638 days for final completion and payment readiness, with a liquidated damages assessment of $2,000 per day for delays beyond these timeframes.

The addendum modifies Article 6 of the contract agreement to establish a 5% retainage requirement in compliance with Florida Statutes 218.735, whereby contractors receive 95% of completed work and 95% of materials and equipment costs during progress payments, with the remaining 5% held as retainage. Progress payments are scheduled for approximately the 25th of each month based on a schedule of values. Payment for mobilization is distributed incrementally: 25% in the first month upon equipment arrival or shop drawing submission, 30% equally across three months, 35% equally across fifteen months, 5% with the twentieth payment, and 5% with the final application. The project also includes an additive alternate for coating of the existing contact chamber. Contractor obligations include furnishing all materials, equipment, applicable sales taxes, bills of materials from normal suppliers, and proper storage of materials in accordance with manufacturers' recommendations. The City reserves the right to implement value engineering and owner-direct-purchased (ODP) materials after bid award.
