About this opportunity

DeKalb County Government is seeking qualified bidders for Invitation to Bid (ITB) 2025-100080, which solicits monthly operations, preventive maintenance, and repair services for compressed natural gas (CNG) fueling stations located at two specific sites: the Seminole Road CNG Fueling Station in Ellenwood and the Central Transfer Station Fueling Station in Decatur. The procurement involves comprehensive maintenance services for compressors, drying equipment, and fuel dispensers, with the Seminole Road location featuring a unique landfill gas (LFG) conversion system that can generate renewable natural gas, supplemented by pipeline natural gas as a backup fuel source. The Central Transfer Station site uses pipeline natural gas exclusively for dispensing. The bid is scheduled to be released on February 24, 2025, with responses due by March 20, 2025. Prospective bidders must demonstrate technical expertise in CNG fueling station maintenance, with specific capabilities in managing complex fuel conversion and dispensing systems. Evaluation criteria likely will include vendor qualifications, technical competence, maintenance approach, response time, and overall cost-effectiveness of proposed services.

While specific set-aside designations are not explicitly detailed in the provided documentation, DeKalb County typically encourages participation from local and disadvantaged business enterprises. The contract appears focused on specialized technical maintenance services for municipal alternative fuel infrastructure, suggesting a preference for vendors with demonstrated experience in CNG and renewable fuel systems. The scope suggests potential annual contract values in the moderate range, likely between $75,000 and $150,000, depending on the complexity of required maintenance and potential emergency repair provisions. The existing infrastructure includes sophisticated LFG conversion technology at the Seminole Road station and pipeline-connected dispensing systems, which will require bidders to demonstrate compatibility and technical integration capabilities. Vendors will need to provide comprehensive maintenance services that ensure continuous, reliable operation of these critical municipal fuel conversion and dispensing assets.
