About this opportunity
The Avondale Water and Sanitation District (AWSD) is soliciting bids for a comprehensive water infrastructure replacement project in Colorado's Moffat County, focusing on upgrading an aging distribution system originally installed over 50 years ago. The project involves replacing 22 gate valves (1, 2, 4, and 6-inch mechanical joint valves), 6 fire hydrants (5" American AVK Series 2780 in red), and installing 1,174 linear feet of new water main (1,106 LF of 2-inch SDR21/HDPE and 68 LF of 4-inch C900 pipe). The bid process requires contractors to submit three paper copies and one digital PDF copy of their proposal, limited to five pages and including a cover letter, firm qualifications, project team details, references, and a price proposal. Evaluation criteria will heavily weight fees at 75%, with additional points for project team qualifications (10%), project approach and schedule (10%), and overall submittal quality (5%). Key dates include a non-mandatory site visit on July 12, 2024, at 10:00 a.m., and a bid deadline of July 17, 2024, at 2:00 p.m., with a project completion deadline of December 15, 2024. Contractors must provide bid security of 5% of the maximum bid price and must follow specific technical requirements, such as using Dresser fittings when connecting to AC pipe.
The procurement does not specify explicit set-aside designations or restrictions on respondent types, suggesting the opportunity is open to qualified construction firms. The project will be funded through American Rescue Plan Act (ARPA) funds, indicating potential federal oversight and compliance requirements. Bidders must demonstrate technical expertise in water infrastructure replacement, with specific attention to working in municipal rights-of-way, including U.S. Highway 50 business ROW, Avondale Boulevard, 3rd Lane, and Avondale Street. While no incumbent vendors are explicitly listed, the project requires careful coordination with existing infrastructure, including precise connections to aging AC pipe and consideration of school year schedules. The contract includes provisions for performance and payment bonds, comprehensive insurance requirements, and use of Jesik Consulting as the engineering representative for inspections and materials testing. Although a specific budget range is not provided, the comprehensive scope of work—involving valve replacements, fire hydrant installations, water main extensions, and associated site restoration—suggests a significant municipal infrastructure investment.
Opportunity text
Much of AWSD's distribution system was installed over 50 years ago and selected components have reached the end of their useful life and need to be replaced. This project will replace several main line gate valves, fire hydrants, and main lines throughout the district. Objectives of the project are as follows: Replace 22 gate valves (includes fire hydrant shut off valves). Replacement valves will be 1½, 2, 4, and 6-inch mechanical joint (MJ) valves, left turn. Many of these valves are on AC Pipe. Mega lug joint restraints may crush AC pipe and are not recommended for valve replacements on AC pipe. Dresser fittings must be used when connecting to AC Pipe. Replace 6 fire hydrants. Replacement fire hydrants will be 5 ¼" American AVK Series 2780, red color, open left. Install 1,106 LF of new 2-inch SDR21 or HDPE water main using open cut or boring methods. Install 68 LF of new 4-inch C900 Associated paving, patching, and concrete work.
