About this opportunity
The Colorado Department of Human Services is requesting design-build proposals for comprehensive IP camera surveillance system installation and infrastructure upgrades at the Colorado Mental Health Institute at Pueblo (CMHHIP) and the Secure Care and Youth Services Campus (SCYSC) under RFP 2027000024 (Project 2024-057M23), with prequalification submittals due September 23, 2026 at 1:00 p.m. This is a two-step sealed-bid process: shortlisted firms will be announced the week of September 28, followed by sealed fee proposals due October 6, 2026, and oral interviews October 7–8, 2026. A mandatory pre-proposal conference and site tour is scheduled for August 31, 2026 at 10:00 a.m. at Building 49, CMHHIP in Pueblo; vendors must submit a completed DFM Contractor Security Clearance Form to aaron.shorter@state.co.us by August 26, 2026 at 1:00 p.m. to attend.
Respondents must demonstrate at least five years of verifiable experience in correctional environments, specific expertise in Avigilon camera systems, Indusoft/Aveva HMI programming, and Omron PLC programming, and proven bonding capability up to $600,000 (20 percent of the estimated project cost).
The scope encompasses design and construction of modern digital IP-based camera systems replacing obsolete analog installations, server room infrastructure upgrades, network cabling, integration with existing security systems, staff training, and post-installation support across 29 buildings classified as Low, Intermediate, or High Risk/Security. The project encompasses healthcare patient-occupied spaces, business areas, and vacant facilities with construction dates ranging from 1939 to 2009.
The estimated project cost is $2.461248 million under a Design/Build Guaranteed Maximum Price (GMP) delivery method. The state will award based on qualifications weighted at 70 percent and fees at 30 percent. Contractors must comply with Colorado prevailing wage requirements, the Buy Clean Colorado Act for eligible materials, the 80 percent Colorado labor requirement, and 15 percent registered apprentice utilization minimum. Design phase anticipated to begin October 2026; construction commences February 1, 2027, concluding December 15, 2027.
