About this file

This is a Direct Labor Burden Calculation form issued by the Colorado State Buildings Program within the Office of the State Architect for the Department of Human Services (CDHS) Project No. 2024-057M23, which involves the installation of IP cameras and infrastructure at CMHIP and SCYSC facilities. The form is a required submission prior to execution of any construction agreement and establishes the labor burden calculation methodology that will be used for the project and any future change order proposals.

The form requires contractors and major subcontractors (such as electricians, plumbers, mechanical contractors, excavators, and concrete specialists) to submit separate Labor Burden Calculation Sheets detailing the percentage of salary paid toward payroll taxes, pension costs, health and dental insurance, life insurance, and other employee benefits. The total labor burden percentage must be agreed upon by both the contractor and the Principal Representative and will be incorporated into the contract as part of Exhibit A, serving as the basis for calculating any future Change Order Proposals under SC-6.312. The State reserves the right to require backup confirmation of all information included in the labor burden calculations to ensure accuracy and compliance.
