About this opportunity
The Spalding County Board of Commissioners in Georgia is seeking proposals for a pavement inspection and management solution through RFP 2024-025 for Road Assessment Services. The county is looking to collect pavement condition data, perform a sign inventory, and implement a web-based GIS application and geospatial database to actively manage and track its ongoing roadway maintenance program. The selected solution must be able to generate a Pavement Condition Index (PCI) and International Roughness Index (IRI), as well as collect data on other roadway assets. Key deliverables include project initiation, network referencing, pavement condition data collection, data processing and quality assurance, maintenance and rehabilitation program development, and a robust asset management software. Proposals are due by April 30, 2024, at 2:00 PM ET, and the county will select a respondent on May 6, 2024.
The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. The county is open to proposals for managing additional assets beyond pavement and signs, such as guardrails. While the RFP does not require LiDAR, it does require geotagged pavement distresses. The county is interested in options and associated costs for the proposed data collection and asset management methods, as well as the cost of a web-based asset management software license. The RFP does not specify an incumbent vendor or budget range.
