About this opportunity
The State of Colorado Department of Natural Resources, acting on behalf of the Colorado Oil and Gas Conservation Commission (COGCC), is issuing an Invitation for Bid (IFB1 PHAA 2019*0205) for environmental remediation and pit closure services at the Lone Pine Pit Closure Phase One project located approximately 11 miles west of Walden in Jackson County. The project scope encompasses comprehensive closure and remediation of five produced water pits and one special purpose pit to achieve Table 910-1 compliance standards of 500 mg/kg Total Petroleum Hydrocarbons (TPH) measured as Diesel-Range Organics, with deliverables including treatment and off-site disposal of approximately 1,400 barrels of liquid waste, excavation and disposal of up to 2,000 cubic yards of heavily contaminated soil exceeding 5,000 mg/kg TPH, and treatment of approximately 5,400 cubic yards of stockpiled petroleum-contaminated soil for potential on-site reuse as backfill material. Required contractor qualifications include demonstrated capacity to perform mobilization and demobilization activities, operate within a five-month field season (May through November) due to environmental constraints including extended winter conditions and ground elevation of approximately 8,230 feet, manage contaminated materials in compliance with waste acceptance criteria at licensed disposal facilities, and execute work in a sensitive area with proximity to surface water. The evaluation criteria emphasize compliance with all bid schedule requirements, provision of detailed equipment lists with manufacturer specifications, and ability to commence work within 10 days of Notice to Proceed and achieve full completion within 90 days. Key dates include a mandatory pre-bid meeting on May 15, 2019, at 1:00 p.m. MST with registration required by May 13, 2019; written questions due by May 17, 2019, with answers posted May 21, 2019; bid submission deadline of May 24, 2019, at 3:00 p.m. MST; and public bid opening on May 28, 2019, with estimated project award within one week of bid opening.
Resident bidder preferences are available under Colorado law, and Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified through the U.S. Department of Veterans Affairs may receive a 5 percent price preference in the evaluation process. Sealed paper bids in single copy format are required; fax and email submissions are not accepted. Bids exceeding $150,000 must include a 5 percent bid bond or equivalent guarantee, along with 100 percent performance and payment bonds, with a 5 percent retainage to be withheld until project completion. Liquidated damages are assessed at $500 per day for schedule delays beyond the 90-day completion requirement. The project is funded through Bond Claims or the Plugging and Reclaiming Orphan Wells (PROW) line item of the COGCC's Oil and Gas Conservation and Emergency Response Fund, and the contract will be governed by Colorado's Statewide Contract Management System if the contract value exceeds $100,000. While specific budget ranges are not disclosed in the bid documents, the project represents a single contract award with no renewal options, and pricing must reflect average climatic conditions with provisions for Change Orders to address weather delays, equipment standby time, or additional mobilization and demobilization costs if corresponding unit rates are provided by the bidder.
