About this opportunity
The State of Maine Division of Purchases is requesting quotations for printing 15,000 copies of 2012 Landowner Reports in four line items, with delivery required by December 3, 2012 and quotations due November 16, 2012.
A recycled-content preference applies: bids including a minimum of 30% post-consumer recycled material receive up to a 10% price preference if within 10% of the lowest compliant bid. Bidders must disclose recycled content in their solicitation response comments to qualify.
The scope comprises four itemized print jobs: 5,000 short-form reports with attached instructions (eight-page handout, two-sided light blue 20 lb. recycled bond with three white instruction sheets, collated and stapled); 1,000 short-form copies only on light blue recycled bond; 7,000 standard-form reports with inserted instructions (11" × 17" form folded to 8" × 11" on white recycled bond with three instruction sheets stapled within); and 2,000 standard-form copies only. All printing uses black ink and recycled bond stock. Pricing for Item #3 must be itemized separately to distinguish printing costs from instruction-insertion service. Bidders must supply electronic files and proof review; the state provides electronic form versions.
Quotations must be submitted electronically through the State of Maine Vendor Self Service platform by 2:00 p.m. local time. Questions are posted and answered through VSS. Award may be based on lowest priced conforming quotation or on a combination of factors including quality, conformity, delivery time, and total cost, with price weighted at a minimum of 25%. Delivery is FOB Destination. The contract may be extended with the State Purchasing Director's consent and contractor agreement, not to exceed three years total, with an overrun provision capped at 3% above the awarded amount. Past performance may factor into award decisions.
