About this opportunity

The Maine Department of Transportation Fleet Services is requesting quotations for two yard wheel loaders under RFQ 17D 13040300000000000848, with proposals due May 3, 2013 and a pre-bidders meeting held April 18, 2013 at Fleet Services headquarters in Augusta.

All wheel loaders must comply with EPA Tier 4 emissions standards under 40 CFR Part 1039. Bidders must submit a computer torque analysis detailing the proposed engine, transmission, and rear-end combination; detailed specification sheets identifying exact make, model, brand, type, and size; and a separate document noting any exceptions to specifications. Equipment specifications span 26 categories including four-wheel drive articulation, diesel power, cab features, braking, steering, hydraulics, and tire requirements. Noise levels at the operator's hearing zone must comply with OSHA Part 1910.95 and Part 1926.52 standards. All bare metal surfaces must be painted lead-free where possible; friction materials must be non-asbestos where possible. All electronic circuits must prevent interference from land mobile radio transmitters in the 30–50 MHz, 150–162 MHz, and 450–470 MHz bands, with radio testing performed by MaineDOT's Radio Communication Maintenance group and a written compliance statement required.

The contract term is 24 months from purchase order issuance. Initial delivery is expected within 90 days of issuance, with staggered delivery of a minimum of two loaders per month thereafter. Pricing must remain firm for the entire 24-month period. Vendors must include pre-delivery inspection costs, including factory inspections and travel expenses for up to three days and two nights, as a separate line item in their bid. The State will evaluate bids on a "Best Value" basis and reserves the right to make single or multiple awards at its sole discretion. The State reserves the right to extend the contract for as long as the model year bid remains available and may terminate the contract at any time.

Bidders must certify suspension and debarment compliance under 49 CFR Part 29, Executive Orders 12549 and 12689, and 31 U.S.C 6101. All quotations must be submitted electronically through the State of Maine Vendor Self Service (VSS) system. Optional items—auxiliary hydraulic circuits, loader quick-coupling systems, quick-coupling buckets, construction utility forks, bucket forks, and comprehensive manuals and software—require separate pricing. Vendors must provide warranty terms, extended warranty options, service facility information, hourly rates, and comprehensive technical documentation. Training is mandatory: minimum four hours of operator and maintenance training across five Maine DOT regions and 56 hours of technician training at Fleet Services maintenance facilities, with $250-per-week penalties for training schedule delays beyond the 11th month post-delivery.
