About this file
This is an additional specifications and requirements document for the State of Maine Department of Transportation (MaineDOT) RFQ 17D 13040300000000000848 for the procurement of two yard wheel loaders, highway maintenance equipment, and accessories. The document establishes detailed technical and operational specifications that bidders and vendors must meet in their proposals, covering noise levels, friction materials, paint systems, radio interference prevention, and compliance documentation requirements.
The specifications mandate that noise levels at the operator's hearing zone must comply with OSHA maximum dosage standards as outlined in Part 1910.95 and Part 1926.52, measured as an eight-hour time-weighted average per applicable SAE Standards. Friction materials must be non-asbestos wherever possible, and all paint covering bare metal surfaces must be lead-free wherever possible, with cabs requiring a base clear coat system. Vendors must provide paint codes and supplier contact information to Fleet Services. All bare metal surfaces on attachments must be properly prepared through industry-standard processes to ensure proper coating adhesion. Additionally, all vehicle electronic circuits and systems must be designed to prevent interference from land mobile radio transmitters operating in the 30-50 MHz, 150-162 MHz, and 450-470 MHz bands, with radio testing to be performed by MaineDOT's Radio Communication Maintenance group. A written compliance statement must accompany all bid proposals. Non-compliant equipment may be rejected or returned for correction, with downtime costs calculated and billed to the dealer, potentially deducted from the purchase price if unpaid within thirty days.

ADDITIONAL SPECIFICATION REQUIREMENTS
FOR VEHICLES AND HEAVY EQUIPMENT
ADDITIONAL SPECIFICATIONS AND REQUIREMENTS
for
RFQ 17D 13040300000000000848
TWO YARD WHEEL LOADERS, HIGHWAY MAINTENANCE EQUIPMENT,
AND ACCESSORIES
1. NOISE LEVEL
1.1. Noise level at the operator’s hearing zone must not exceed the applicable OSHA maximum dosage with hours of exposure as specified in Table G-16 of Part 1910.95 and D2 of 1926.52. This sound level shall be an eight hour time weighted average in accordance with SAE Standards J1166, J919, J1174, J1175 or whichever is applicable.
1.2. Pneumatic equipment must not exceed the level set forth in Table G-16 of Part 1910.95 for eight hours of exposure when levels are measured in accordance with ANSI standard S5.1.
2. FRICTION MATERIALS
2.1. Any and all friction materials for this equipment or vehicle must be non-asbestos wherever possible.
3. PAINT
3.1. Any and all paint, which is required to cover bare metal surfaces, must be lead free wherever possible.
3.2. Cabs must be Base Clear coat system as required in the individual specification.
3.3. The manufacturer and/or vendor must supply to Fleet Services the paint code and the name, address and telephone number of the paint supplier who supplies the base and final or cover coat of paint for the vehicle, equipment and any attachments.
3.4. Bare metal surfaces of all attachments must be properly prepared by any acceptable industry standard process such as chemical washing, etching or abrasion to remove oil film, mill scale and rust so that the metal surface acquires the proper anchor profile for coating (paint) adhesion to prevent premature failure of the coating or coating system.
4. RADIO INTERFERENCE REQUIREMENTS
4.1. As a point of information vehicles and/or equipment will have land mobile radio transmitters installed after delivery. Antennas may be mounted on the roof, trunk lid, fenders or glass. Transceivers will operate in the following bands 30-50 MHz, 150-162 MHz, and 450-470 MHz. All vehicle electronic circuits including but not limited to ignition clocks, AM/FM radio receivers, computers, emission controls, electronic fuel systems and components, ABS brakes, air bags, alternators and regulators shall be designed or modified to suppress, bypass or otherwise prevent interference from affecting the mobile two-way radio transceiver. Also the vehicle electronic equipment shall be unaffected frequency energy generated and radiated by the transmitter portion of installed transceivers. No vehicle system and/or accessory shall operate and/or fail to operate as a result of the activation of the radio transmitter in any manner, which may constitute a safety hazard. Either before or after final acceptance any vehicle or equipment, which does not meet these requirements, may be rejected in whole or returned for correction. If returned for correction the cost of downtime will be calculated by MaineDOT and billed to the dealer; if not remitted in full within 30 days such costs may be deducted from the purchase price of that or any other vehicle supplied pursuant to this contract. Radio receiver sensitivity is 0.30 micro volts for 12db of SINAD. The radio transmitter power output will be 60 watts RMS into a 50 Ohm antenna mounted on the vehicle. Testing of radio performance will be done per Motorola communication specification “Measuring Effective Sensitivity” method. The MaineDOT Radio Communication Maintenance group will perform the testing and acceptance.
5. GENERAL
5.1. A written statement acknowledging compliance with these specifications must accompany the bid proposal or quotation.
