Two Yard Loader Pre-Bidders Meeting Summary

This document is a pre-bidders meeting minutes from the State of Maine, specifically involving Fleet Services in the procurement of two yard loaders. The meeting was held on April 18, 2031, at Fleet Services headquarters located at 105 Capital Street, Augusta, Maine 04330, commencing at 8:30 a.m. Fleet Services representatives in attendance included Jessica Glidden, Loren Niemi, Phillip St. Amand, and Dan Rolfe. The meeting addressed three primary vendor inquiries regarding bid submission requirements, inspection procedures, warranty obligations, and technical specifications for the proposed equipment.

Key clarifications emerged from vendor questions during the meeting. Regarding pre-delivery inspections, Fleet Services confirmed that factory inspections, including round-trip airfare if necessary and lodging for up to three days and two nights, must be separated as a line item option within the bid rather than incorporated into the unit cost. On warranty matters, Fleet Services declined vendor requests to modify Section 22.3, which permits recovery of parts and labor costs according to manufacturer flat-rate manuals and allows Fleet Services to source OEM parts through multiple channels; vendors indicated they would add additional costs to their bids to account for this requirement. Finally, concerning bid submission requirements, Fleet Services clarified that vendors must submit a computer torque analysis detailing the proposed engine, transmission, and rear-end combination specifications being offered.

Attendees: Fleet Services Representatives: Jessica Glidden, Loren Niemi, Phillip St.Amand and Dan Rolfe

1. Vendor Question: Asked how to bid the factory inspection in the Invitation to Bid (section Inspection), if they wanted to include it in the price on the loader.

Fleets Answer: Separate the expense for the factory inspection from the unit cost, bid it an option.

INSPECTIONS: At the State’s discretion, a pre-delivery inspection at the applicable factory may be required. This pre-delivery inspection is to be completed by two representatives from MaineDOT Fleet Services, or their designees. The cost of inspection, including round trip airfare (if necessary) and lodging for a period not to exceed three days and two nights, shall be included in the bid price.

2. Vendor Question: Part of Section 22.3 Warranty states that Fleet Services will recover all parts and labor cost as allowed by manufacturer's flat rate manual. O.E.M parts may be supplied at no cost by the manufacturer, dealer or may be purchased by Fleet Services on the open market to meet operational demand. Any and all defective parts will be returned to the manufacturer or dealer upon request.

Vendor Stated: The only way the vendor would reimburse any and all defective parts is if those parts were purchased through the vendor.

Fleets Answer: This would mostly likely only happen in an emergency situation

Vendor Question: Would Fleet Services be will to remove this section.

Fleets Answer: NO

Vendor Answer: An additional cost will be put in into the bid to cover this request.

3. Vendor Question: What is meant by the statement in the BID SUBMISSION REQUIREMENTS? A computer analysis of the proposed engine, transmission, rear end combination which is being offered must be provided with bid returns.

Fleets Answer: We’re looking for the computer torque analysis of the proposed engine, transmission, rear end combination which is being offered.
