About this file
This is a technical specification document from the Maine Department of Transportation Fleet Services for the procurement of a minimum 2.0 cubic yard wheel loader. The specification establishes detailed requirements for a new, diesel-powered, four-wheel drive articulating front-end loader equipped with comprehensive standard and optional equipment. The document outlines mandatory specifications across 26 categories, including engine requirements (EPA Tier 4 emissions compliance), electrical systems, cooling, braking, steering, hydraulics, tires, cab features, transmission, and performance standards. Bidders must indicate compliance with each specification using prescribed abbreviations (X for meeting specification, N/A for not available, DI for dealer installed, or AE for approved equal) and provide detailed explanations for any exceptions or deviations. Optional items requiring separate pricing include auxiliary hydraulic circuits, loader quick-coupling systems, quick-coupling buckets, construction utility forks, bucket forks, and comprehensive manuals and software packages.
The specification requires bidders to submit warranty terms, extended warranty options, and detailed service facility information, with preferences for warranty and service locations within 75 miles of Maine DOT division headquarters in Scarborough, Augusta, Dixfield, Bangor, and Caribou. Vendors must provide manufacturer service center locations, hourly service rates, and comprehensive technical documentation including engine, transmission, and chassis specifications, along with computer analysis of the proposed drivetrain combination. Training requirements are mandatory, including a minimum of four hours of operator and maintenance training across five Maine DOT regions and detailed technician training (56 hours total across multiple systems) at Fleet Services maintenance facilities, with refresher training required in the second year. The vendor assumes full responsibility for warranty repairs and non-drivable vehicle transportation during the standard 12-month warranty period, with penalties of $250 per week for training schedule delays beyond the 11th month post-delivery. All bid proposals must include shipping and delivery to Maine DOT Fleet Services in Augusta, Maine.
