About this opportunity
Halifax Health Medical Center, a special taxing district hospital in Daytona Beach, Florida, is soliciting competitive sealed bids from qualified contractors to perform insulation replacement and associated construction activities on the first floor of the Service Building located at 303 N. Clyde Morris Boulevard. The project encompasses four phases: Phase 1 involves removal and replacement of water-damaged wallboard, studs, and wall insulation in the mechanical room and adjacent offices; Phase 2 requires removal of approximately 300 linear feet of water-damaged HVAC duct insulation containing asbestos-containing mastic; Phase 3 entails installation of new ceiling tiles and replacement of duct wrap insulation with 2.2-inch, 34-pound FSK facing materials; and Phase 4 covers installation of 2-inch duct board on air handling units and exterior HVAC duct insulation. All work must be performed during night hours (after 4 p.m.) and weekends with a superintendent on-site, with contractors required to furnish labor, materials, equipment, ICRA containment with negative pressure HEPA filtration systems, dumpster provision, and proper disposal of all construction materials in licensed landfills. Qualified bidders must be licensed asbestos abatement contractors and must provide a detailed project schedule, Schedule of Values itemized by division, and a comprehensive work description demonstrating understanding of the scope. An optional pre-bid meeting and site visit are scheduled for February 4, 2026, from 10:00 AM to 11:00 AM; the deadline for submitting questions is February 10, 2026, at 12:00 PM EST; and bid proposals must be submitted through the Halifax Health Procurement Portal no later than February 20, 2026, at 12:00 PM EST, with the notice of intent to award anticipated on March 20, 2026. All bids must remain open for acceptance for 120 days from the due date, and evaluation criteria include responsiveness to the scope of work, quality, fitness, and capacity to perform the required services.
All bidders must complete and submit mandatory certification and compliance documentation, including a Sworn Statement on Public Entity Crimes (PUR 7068), a Non-Collusion Certification, a Human Trafficking Attestation, a Scrutinized Companies Certification confirming non-listing on Israel boycott, Sudan activities, and Iran petroleum energy sector lists, a Foreign Country of Concern Attestation (PUR 1355) certifying the bidder is not owned by or organized under the laws of a foreign country of concern, business registration verification with the Florida Department of State, and an IRS Form W-9. The successful bidder must provide a Performance Bond and Payment Bond each equal to 100 percent of the total contract price issued by a surety company authorized to transact business in Florida, or provide alternative security in the form of cash, money order, certified check, or irrevocable letter of credit, along with a current Certificate of Insurance with minimum coverage limits of $1,500,000 per occurrence and $250,000/$1,500,000 aggregate for bodily injury and property damage liability. The contract terms specify Net 45 days payment after hospital acceptance of work, and the successful bidder shall guarantee all work to be free from defects for one year from final acceptance and payment. While the solicitation does not identify a specific budget range or incumbent contractor, Halifax Health reserves the right to award the contract to the lowest responsive and responsible bidder whose bid is most advantageous to the hospital's interests. No set-aside designations for disadvantaged enterprises, minority-owned businesses, or other protected categories are specified in the procurement documents. The project pricing must be all-inclusive and turnkey with all costs delivered to Daytona Beach, Florida, prepaid and allowed, with no state, federal, or local taxes added, as purchases by political subdivisions of Florida are exempt under Exemption Certification Permit No. 85-8013940910C-4.
