About this opportunity
This sealed bid procurement is issued by the Mississippi Transportation Commission on behalf of the Mississippi Department of Transportation (MDOT) for the lease of one modular office trailer for the Hazelhurst Project Office located at 119 W Whitworth Street, Hazelhurst, Mississippi. The goods being procured consist of a double-wide portable office facility manufactured in 2021 or newer that is professionally cleaned and in new or refurbished like-new condition, measuring 56 feet by 24 feet with an 8-foot ceiling height and containing four office rooms with locking doors, windows, and ceiling fans; one bathroom with toilet, sink, and exhaust fan; two main entrances with steel deadbolt-locked doors and ADA/IBC-compliant ramps; and central HVAC systems. The trailer must include full insulation, paneled walls, standard vinyl flooring, complete electrical systems with a minimum of two outlets per room and fluorescent lighting throughout, smoke detectors in all rooms, a minimum of two fire extinguishers, a water heater, and an I-beam frame with aluminum siding and completely encapsulated skirting, all constructed in compliance with 2024 International Building Code and 2024 International Fire Code standards. The contract term runs from July 1, 2026, through June 30, 2027, with the MTC reserving the right to extend for up to twenty-four additional months in twelve-month increments, not to exceed thirty-six months total. Sealed bids must be submitted electronically through the MAGIC Procurement Portal or in paper form at the William J. "Billy" McCoy Building, Procurement Division, 5th Floor, 401 North West Street, Jackson, Mississippi 39201, with a deadline of 10:30 a.m. on Wednesday, May 13, 2026; written protests concerning specifications or bidding procedures must be received by 10:00 a.m. on Thursday, May 7, 2026. Award will be made to the lowest total bid meeting MDOT specifications, with bidders required to submit prices for three line items: setup cost, monthly lease cost, and tear-down cost, with any blank line items resulting in bid rejection. All bidders must provide manufacturer certification that the trailer meets or surpasses applicable federal health and safety regulations and must submit detailed literature substantiating compliance with all specifications.
Bidders must be registered with the State of Mississippi and maintain good standing throughout the contract term, with all suppliers required to submit a W-9 form before becoming eligible for contract awards. The documentation references EEV (Emerging Enterprise Vehicle) Certification requirements applicable to state and local contract opportunities, indicating that certified emerging enterprises may receive preferential consideration in designated procurement solicitations. The bidder assumes full responsibility for all maintenance, repairs, and warranty work at no cost to MDOT, as well as securing physical and vandalism damage insurance coverage throughout the lease period, with MDOT's liability limited to a maximum deductible of $1,000.00 for any damage if MDOT is found at fault; MDOT assumes no responsibility for theft, vandalism, flood, or acts of God. Payment shall be made on an as-needed basis F.O.B. to the Hazelhurst Project Office, with the contract price fixed throughout the contract term including any extensions, payment due within forty-five days of invoice receipt in accordance with Mississippi's timely payment law, and the vendor required to accept electronic payment in United States currency through the State of Mississippi's electronic payment system. The vendor must ensure compliance with the Mississippi Employment Protection Act of 2008, including E-Verify participation for all newly hired employees, and may not assign or subcontract without prior written consent from MDOT. No specific budget range or award value is provided in the procurement documents, though all bids are binding for a minimum of sixty days after opening, and the MTC reserves the right to reject any or all bids and to cancel the contract with or without cause upon thirty days' written notice.
