About this opportunity
The City of Gresham Department of Environmental Services is requesting bids for the 181st Avenue Safety Upgrades project (sidewalk construction, paving, storm drainage, street lighting, interconnect, and utility undergrounding from SE Stark Street to E Burnside Street), with bids due October 22, 2026. This is a federally funded public works project subject to Davis-Bacon prevailing wage requirements, federal and state wage rates, and comprehensive labor standards compliance.
All bidders must be prequalified with the Oregon Department of Transportation in the appropriate Class of Work before bid submission. Bids are submitted in sealed envelopes to Gresham City Hall, 1333 NW Eastman Parkway, Gresham, OR 97030. A bid guaranty equal to 10 percent of the total bid amount is required, furnished as a surety bond, irrevocable letter of credit, or certified check. First-tier subcontractors with contract values equal to or greater than 5 percent of the total bid (minimum $15,000) or $350,000 regardless of percentage must be disclosed within two working hours of the bid submission deadline.
The contract is awarded to the lowest responsible bidder and award determination occurs within 30 calendar days of bid opening, contingent upon a seven-calendar-day protest period following notice of intent to award. Contract documents may be obtained electronically or in paper form for a non-refundable fee of $25 per set, plus a $5 mailing fee if ordered by mail.
Federal compliance requirements include prevailing wage rates (federal and state), on-the-job and apprenticeship training with a fixed training goal at $20 per hour reimbursement, Equal Employment Opportunity provisions under Section 140 of Title 23 USC with monthly employment utilization reporting, and affirmative action requirements under Executive Order 11246 (female utilization goal of 6.9 percent; minority utilization goals ranging from 2.4 to 4.5 percent depending on county). A notice dated September 30, 2026 suspends all previously applicable DBE contractual requirements; COBID reevaluation of DBE-certified firms is ongoing. Contractors must maintain workers' compensation insurance under Oregon law and provide proof before commencing work. Title VI nondiscrimination provisions under 49 CFR Part 21 apply. Addendum No. 1, dated September 30, 2026, added the Plan Set sections and requires acknowledgement of receipt as a condition of proposal submission.
