About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, is soliciting bids for chilled water upgrades at the Jerome T. Hart State Office Building, with a mandatory pre-bid conference and site tour on November 4, 2026 and bids due November 11, 2026. The state's Service-Disabled Veteran-Owned Business (SDVOB) program provides a 10% pricing preference on State of Michigan contracts to businesses at least 51% owned by veterans with a service-connected disability. Eligibility requires a DD214 or equivalent proof of service, proof of disability from a DD214 or VA Rating Decision Letter, and legal ownership documents. The state does not pre-certify SDVOB businesses and does not accept federal CVE or SBA VetCert certifications, but it accepts National Veterans Business Development Council (NVBDC) certification under certain conditions. Bidders may submit two attachments, each under 25 MB: bid documents, and, if applicable, Qualified Disabled Veteran (QDV) documentation. All bidders must provide proof of State Project Registration from the Department of Labor and Economic Opportunity.
The scope covers demolition of existing ice storage tanks, chillers, chilled and condenser water pumps, piping, and control panels, followed by installation of new chillers, pumps, expansion tanks, air separators, piping, and controls. The control design requires lead/lag chiller staging, ice storage operation in multiple modes, variable frequency drives, and building automation system integration. Chiller disassembly and reassembly must pass through building areaway access, with manufacturer presence during reassembly and recommissioning. Work must conform to the Michigan Mechanical Code, ASHRAE, NFPA, and NEC guidelines, and prevailing wage applies. Pricing is a lump sum for the complete scope, and the contract includes warranty and performance guarantees for installed equipment. Bid security of 5% is required. NIGP codes are 90924, 91036, 91060, and 91450. Place of performance is 411 E. Genesee Avenue, Saginaw, Michigan 48607.
Questions must be emailed to Nick Frechen at nfrechen@matrixceinc.com by 2:00 p.m. Eastern on November 5, 2026. Bids are submitted through the SIGMA VSS portal by 2:00 p.m. local time on November 11, 2026, and bid documents are available at sigma.michigan.gov. The advertisement is dated October 22, 2026, and was posted October 23, 2026.
