About this file
This is an informational sheet from the State of Michigan Department of Technology, Management and Budget (DTMB) detailing the Service Disabled Veteran Owned Business (SDVOB) preference program applicable to State of Michigan contracts. The document outlines the eligibility requirements, documentation needed, and procedural steps for businesses seeking to claim the SDVOB pricing preference when bidding on state projects. There are no specific products, services, quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms detailed in this informational document, as it serves as a general guidance resource rather than a solicitation for a specific contract opportunity.
The SDVOB preference provides eligible businesses with a 10% pricing preference on State of Michigan contracts. To qualify and claim the preference, businesses must demonstrate they are 51% or more owned by one or more veterans with a service-connected disability and must submit supporting documentation including a DD214 or equivalent proof of service and discharge, proof of service-connected disability from either a DD214 or VA Rating Decision Letter, and legal ownership documents. The state does not pre-certify SDVOB businesses and does not accept federal CVE database or SBA VetCert certifications; however, the state will accept National Veterans Business Development Council (NVBDC) certification under certain conditions as an alternative verification method. Service-connected disability is defined as a disability incurred or aggravated during active military, naval, or air service as specified in 38 USC 101(16).

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
